The Co chairs met in Baku and the head of the FFM met in Baku on 28 January for detailed briefings form Azerbaijani officials and received briefing materials and video clips which are attached in annex 2 of this report.

Both men were originally from Baku and arrived in Mindzhevan (via Armenia) some seven years ago.

Five families from Baku and Mingechevir were already there they had come in 1988 89 and still remain.

The FFM has concluded that the overwhelming majority of settlers are displaced persons from various parts of Azerbaijan, notably from Goranboy, Chaikent, Sumgayit and Baku.

The elder noted that residents were originally from Baku, Sumgayit, Goranboy, Ganja and Nakhichevan, as well as regions near to the territories covered by the mandate.

In Khanlik people are all displaced persons from Baku, Sumgayit, Ganja, Leninavan and the Goranboy region who had arrived via Armenia over the last ten years.

So basically, Baku is this sort of crescent bay overlooking the island of Zira, the island that we are planning almost like the diagram of their flag.

More recently, in 2008, I took a weekend visit to Baku, Azerbaijan, the hometown of my friend and travel companion Tatyana Kanzevali a former chess champion who had often played against Garry Kasparov while he, too, was growing up in Baku. The opportunity to see the city through a local s eyes, hearing stories about everything from high school teachers to food shortages, was invaluable.

The vast majority said they were refugees originally from various parts of Azerbaijan (Baku, Sumgayit, Ganja, Goranboy District, Khanlar District, Yevlach, Terter, and Mardakert Agdere District and Nakhichevan).

The pipeline is expected to carry crude oil from fields in the Caspian Sea off Baku to Tbilisi in Georgia, and to the Mediterranean terminal in Ceyhan, Turkey.

From 1988 to 1990, the deliberate manipulation of the Azerbaijani public led to the massacres of Armenians in three of the largest cities of Azerbaijan, Sumgait, Kirovabad (Ganja) and Baku.

Since then, oil has fuelled an Azeri military buildup. So the government in Baku is far more prepared to respond to renewed warfare than it was in the 1990 s.

The Baku Tbilisi Akhalkalaki Qars railway connection project, which was largely standard gauged, economically viable and environmentally sound, had been launched to accommodate growing international trade and, thus, rising transport needs.

C. whereas the deteriorating political situation, which has led to anti Armenian pogroms in Sumgait and serious acts of violence in Baku, is in itself a threat to the safety of the Armenians living in Azerbaijan,

On 27 February 1988, Azeris went on a three day rampage in Sumgait, an industrial town 20 miles from Baku, the capital of Azerbaijan, murdering members of the town's large Armenian minority, looting and destroying their property.

As part of the project, a successful seminar had been held in Baku, Azerbaijan, training courses had been held in Kyrgyzstan and Uzbekistan and a feasibility study had been conducted for the establishment of an industrial park in Azerbaijan.

The FFM experts (or their representatives) met for briefings and orientation in Vienna, Austria, on 21 January 2005 and again in Yerevan, Armenia, on 29 January 2005 where the Co chairs provided the FFM with the material received in Baku.

At the same time, high oil prices have enabled higher social spending and infrastructure investment. Today, the capital, Baku, resembles a huge construction site, with high rise housing, stores, and roads being built at a breakneck pace and apparently benefiting the broad strata of the population.

At that meeting, the delegation of Armenia expressed its criticism on the Kars Akhalkalaki Tbilisi Baku railroad initiative, which was presented by the delegation of Azerbaijan as one that would ensure unimpeded movement of carriages from Europe to all countries of the region and vice versa .

From 1905 to 1907 and from 1918 to 1920, in Iravan, Daralayaz and Zangazur (nowadays in the territory of the modern Republic of Armenia), Tiflis, Nakhchivan, Baku, Ganja, Karabakh, Shamakhy, Guba, Mughan, Lenkaran and other places of Azerbaijan, the civilian Azerbaijani people were subjected to genocide.

Welcoming the establishment, within the framework of the Islamic Conference Youth Initiative, of the Islamic Conference Youth Forum for dialogue and cooperation at its Founding General Assembly, held on 1 3 December 2004 in Baku, the Republic of Azerbaijan and the consequent meeting of the elected Board of the Forum.

A number of United Nations information centres also undertook activities to promote better public understanding of the Goals, including public service announcements (Bujumbura, Panama City and Ouagadougou), a theatre competition (Teheran), a cross country race against poverty (Yaounde) and media training sessions (United Nations Offices in Almaty, Baku and Yerevan).

As Brzezinski added, Of course, it is important for the political regime in Azerbaijan to be as stable and legitimate as possible. If the West decides that the government has become unreliable, television shots of demonstrators weekly clashes with the Baku police, Ilham s refusal to hold televised debates, and the confiscation of all orange objects from stores will come in handy.

After coming to power in 1993, Heydar Aliyev stopped the war with Armenia over the Nagorno Karabakh enclave, secured Azerbaijan s existence as a sovereign state, and, as the oil and gas sector flourished, oversaw the country s growing international authority. The transfer of power from father to son took place peacefully, and Ilham s administration has presided over completion of the Baku Tbilisi Ceyhan oil pipeline to the annoyance of Russia and Armenia.

She recalled that the only armed forces in the region in 1988, before the dissolution of the Union of Soviet Socialist Republics (USSR), had been those of the Soviet Union, which protected the borders of the country the only time they had been used in an internal matter had been in 1990 when they had intervened to save the Armenian population in Baku from a systematic massacre being carried out by the Azerbaijani leadership.
