The first regional workshop was held at São José dos Campos, Brazil, on 20 to 23 June 1994 at the invitation of INPE.

Ms. Albizu Campos (Puerto Rican Nationalist Party Partido Nacionalista de Puerto Rico (PNPR)) said that decolonization was a key universal requirement under international law.

In the fourth ballot, six candidates, Mr. Bennouna (Morocco), Mr. Buergenthal (United States of America), Mr. Gonzáles Campos (Spain), Mr. Keith (New Zealand), Mr. Sepúlveda Amor (Mexico) and Mr. Skotnikov (Russian Federation), obtained an absolute majority of votes.

Economic uncertainty is also dramatically affecting Brazilian politics. And a once placid, even predictable, presidential election campaign has been thrown into disarray by the death of the Brazilian Socialist Party candidate, Eduardo Campos, in an airplane crash in August.

In the first ballot, six candidates, Mohamed Bennouna (Morocco), Thomas Buergenthal (United States of America), Julio D. Gonzáles Campos (Spain), Kenneth Keith (New Zealand), Bernardo Sepúlveda Amor (Mexico) and Leonid Skotnikov (Russian Federation), obtained the required absolute majority of votes.

In the fifth ballot in the Security Council, six candidates, Mr. Bennouna (Morocco), Mr. Buergenthal (United States of America), Mr. Gonzáles Campos (Spain), Mr. Keith (New Zealand), Mr. Sepúlveda Amor (Mexico) and Mr. Skotnikov (Russian Federation), obtained an absolute majority of votes.

For the first time, members of the inter committee meeting met with representatives of national human rights institutions Margaret Sekaggya, Chairperson of the Uganda Human Rights Commission, and José Luis Soberanes, President, and Salvador Campos Icardo, Executive Secretary, of the Human Rights Commission of Mexico.
