SECOND FOURTH SPECIAL REPORT AND RECOMMENDATIONS MADE BY THE MERGED E4 PANEL OF COMMISSIONERS CONCERNING OVERLAPPING CLAIMS

The eight selected commissioners were taken to Mexico for a three week training course in electoral administration.

In addition, MINUSTAH assisted in the training of 37 police commissioners and 49 police inspectors, including 4 women.

The UNMOVIC College of Commissioners convened in New York for its twentieth regular session on 24 and 25 August.

There will be 25 Commissioners, one for each EU member country, whereas previously big countries had two and small countries one. Moreover, the new Commissioners will include three former prime ministers, five former foreign ministers, and three former finance ministers all heavyweight people with big political agendas at home.

The UNMOVIC College of Commissioners convened in New York for its nineteenth regular session on 24 and 25 May 2005.

In accordance with the Governing Council's instructions, these eligible claims were reviewed by the D2 Panel of Commissioners (the Panel ).

Accordingly, this claim was not transferred to the merged E4 Panel of Commissioners for substantive review rather, the claim fails.

In accordance with paragraph 5 of resolution 1284 (1999), the Commissioners were consulted on the content of the present report.

These claims were reported in the Report and recommendations made by the Panel of Commissioners concerning the thirtieth instalment of E4' claims (S AC.26 2005 4) and the Fourth special report and recommendations made by the merged E4' Panel of Commissioners concerning overlapping claims (S AC.26 2005 5).

Following the adoption of resolution 1564 (2004), the Secretary General appointed five outstanding international legal and human rights experts as commissioners.

The commissioners undertook two missions to the Sudan, including Darfur, as well as visiting relevant parties in Chad, Eritrea and Ethiopia.

Irregularities in the evidence were brought to the attention of the relevant Panel of Commissioners for whatever action it considered appropriate.

Firstly, the Act entrusts the investigation and prosecution of terrorist crime directly to the judicial police commissioners and judicial bodies in the capital.

The College also noted that the draft summary of the compendium would shortly be made available to Commissioners for their comments and advice.

Together with a local non governmental organization, UNIFEM provided gender training for electoral commissioners to increase their understanding of women's role in the election process.

UNAMSIL, supported by OHCHR, is collaborating with the Ministry in this regard to select and appoint commissioners in accordance with the Human Rights Commission Act.

The category A Panel of Commissioners addressed the subject of duplicate claims in its first report (S AC.26 1994 2), dated 15 September 1994.

The Acting Executive Chairman briefed the Commissioners on the activities of UNMOVIC since their last session and on the planned activities for the next quarter.

One institution, the Electoral Complaints Commission a hybrid Afghan international oversight body with a majority vote controlled by United Nations appointed commissioners retained its credibility throughout the process. Only the presence of the ECC, particularly its international commissioners, and the hope that it would ensure at least some fairness into the process prevented the electoral controversy from erupting into open conflict.

The D2 Panel of Commissioners is one of two Panels appointed to review individual claims for damages above 100,000 United States dollars (USD) (category D claims).
