The people of Guam wished to be able to give their consent, too. Mrs. KHAN CUMMINGS (Trinadad and Tobago) asked the petitioner if the Committee might have a copy of the two resolutions adopted by the Guam Legislature.

3. Ms. Khan Cummings (Trinidad and Tobago) said that, while some progress had been made in institutional development, the implementation of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States had not met expectations.

Mrs. KHAN CUMMINGS (Trinidad and Tobago), Vice Chairman of the Subcommittee, associated herself with that proposal, particularly in view of the need to amend paragraphs 1 and 12 of the draft resolution in order to reflect the development of the situation.

Mrs. KHAN CUMMINGS (Trinidad and Tobago) proposed replacing quot self determination and independence quot by quot self determination, including independence quot in paragraphs 1, 4 and 13 of the draft resolution and deleting the word quot full quot in paragraph 12.

Mrs. KHAN CUMMINGS (Trinidad and Tobago), noting that, in January and February 1996, the Governor of Guam and the Under Secretary of the Interior had met in San Francisco and Washington in order to review the Guam Commonwealth Act, inquired about the hearings that were supposed to take place before one of the subcommittees of the United States Congress.

Ms. KHAN CUMMINGS (Trinidad and Tobago), speaking as a member of the Special Committee and as Chairman of the Subcommittee on Small Territories, Petitions, Information and Assistance, said that she had voted in accordance with the position of the Chairman of the Special Committee that consideration of the draft decision submitted by that Committee should not be deferred.
