Ms. García Matos (Venezuela) reaffirmed her Government's commitment to the effective enjoyment of all human rights without distinction and said that the Constitution was one of the most modern in the world in the matter of human rights.

The effectiveness of these ideas is not limited to the rich countries of the North. The governments of the Concertación in Chile, Alan García in Peru, and Fernando Henrique Cardoso in Brazil all derived inspiration from the Blair Clinton Schröder agenda.

In the presidential election of June 2006, he received 45.5 of the vote not enough to defeat Alan García, but sufficient to show how deeply he had tapped into the hopes and trust of many Peruvians. At that time, populism seemed an unstoppable force in Latin America.

Mr. García Moritán (Argentina) (spoke in Spanish) Argentina has participated in the consensus in the adoption of resolution 1638 (2005) on the understanding that any process of post conflict peacebuilding in this case in Liberia necessarily must be conducted with respect for the law and for justice.

On the one hand, there is the Colombia of rapid economic growth and booming foreign investment, of refurbished cities and innovative social policies. On the other hand, there is the Colombia of Gabriel García Márquez s fictional Colonel Aureliano Buendía, who started 17 civil wars and lost all of them.

Mr. García González (El Salvador), referring to the problem of juvenile gangs in Mexico and countries of Central America, with links to drug trafficking and money laundering activities, asked what possibility there might be of strengthening technical cooperation with the countries concerned in order to tackle that problem.

I am sure that, if he were here today, one of the principal architects of the resolution that gave us our mandate, the late Alfonso García Robles of Mexico, would have told us exactly that, namely, that the job of the Commission's members is to deliberate, not to negotiate instruments.

Ms. García Matos (Bolivarian Republic of Venezuela) reiterated her delegation's opposition to the selective condemnation of individual developing countries for human rights violations and deplored the fact that country specific draft resolutions continued to be submitted for consideration by the Committee, which diverted its attention from efforts to enhance cooperation in human rights.

But Octavio Paz and Pablo Neruda, Gabriel García Márquez and Carlos Fuentes, Diego Rivera and the Nueva Trova Cubana and their successors did not fade into the background as representative democracy emerged in Latin America. On the contrary, they have continued to retain a great deal of influence, not only for their readers, but also for the broader public.

In Lima, the Ministry of Foreign Affairs of Peru organized a seminar on the theme Ten years after the International Conference on Population and Development assessment of progress and remaining challenges , which was held in the auditorium of the Carlos García Bedoya Building of the Ministry of Foreign Affairs on 18 October from 3 p.m. to 6 p.m.

Similarly, while Alan García won in Peru, he does not come from a hard left party that has finally seen the light (like Lula da Silva in Brazil, Michelle Bachelet in Chile, and Tabaré Vázquez in Uruguay). His APRA party, founded by Victor Raúl Haya de la Torre in the 1920 s, is one of the region s oldest and most anachronistic populist organizations.

Mr. Farinacci García (Socialist Front of Puerto Rico Frente Socialista de Puerto Rico (FSPR)) said that, addressing the Special Committee in past years, the representatives of various bodies defending Puerto Rico's right to self determination and independence had invariably denounced the toughening of the colonial regime and noted the intensification of the Puerto Rican people's struggle against specific manifestations of imperialist domination.

Mr. García Moritán (Argentina) (spoke in Spanish) I should like to express our thanks to the Special Representative of the Secretary General for Kosovo, Mr. Søren Jessen Petersen, for the comprehensive briefing that he has just provided on the activities of the United Nations Interim Administration Mission in Kosovo (UNMIK) and on the events that have occurred there in the months of February, March and April.

Ms. García (Paraguay) said that the main thrust of the work under way in the Women's Bureau was to draw together the threads of programmes which in the past had always been tackled in a disparate fashion. That would mean establishing a mechanism to coordinate the various plans, for sexual and reproductive health, poverty reduction and for economic growth based on equity, for example.

Ms. García Matos (Bolivarian Republic of Venezuela) recalled that the Special Rapporteur in her report to the Commission on Human Rights on intersections of violence against women and HIV AIDS (E CN.4 2005 72, para. 69), had referred to a case of a teenager infected with HIV who had been sterilized without her knowledge or consent at a maternity ward after giving birth to her child.
