71. Mr. Herrera (Mexico) said that he still did not clearly understand the definition of the concept of service and, in that connection, he pointed out that the Advisory Committee had indicated in its report (A 52 410) the need for a clear definition of accident and incident .

Mr. Martini Herrera (Guatemala), speaking also on behalf of Costa Rica, El Salvador, Honduras and Nicaragua, said that he was convinced of the need to promote a culture of peace and, hence, of the importance of including an item entitled Towards a culture of peace in the agenda of the fifty second session of the General Assembly.
