Having made those general comments, I would like to point out that the report's proposals do no more than confirm and support those contained in the reports of the High level Panel and of Professor Jeffrey Sachs.

Virtually all economists agree that this shift toward freer trade greatly benefited the world s citizens and enhanced global growth. The economists Jeffrey Frankel and David Romer estimate that, in general, trade has a sizeable positive effect on growth.

The report of the Millennium Project, led by Professor Jeffrey Sachs, confirms that assisting developing countries to achieve the international development goals, including those contained in the Millennium Declaration, will not be possible if the status quo remains.

But the more interesting question is what all of this means for the eurozone as a whole. Some analysts most prominently Jeffrey Sachs have argued that the best way forward is to cut the yield on Greek debt to that of German public debt. Germany currently pays a little over 3 nominal interest on 10 year debt, half of what Greece is being charged for emergency loans and far less than Greece would pay if it attempted to raise money in private markets.

Jeffrey Sachs s new book The End of Poverty argues that with proper help from advanced countries the world could see the end of poverty as we know it in coming decades, prompting some to describe him as a starry eyed idealist. But if we take account of both the increased generosity of rich nations and the application of improved financial and insurance technology, he just might be right.

In their turn, we took up the report of the High level Panel on Threats, Challenges and Change (A 59 565) and the report of the Millennium Project prepared under the leadership of Professor Jeffrey Sachs (A 59 727) finally, we engaged in intensive consultations on the basis of the report of the Secretary General entitled In larger freedom towards development, security and human rights for all (A 59 2005), enriched by many contributions from Member States and from a variety of groups.
