In his famous Storrs Lecture delivered at Yale University in 1956, Philip Jessup proposed the term transnational to include all law which regulates actions or events that transcend national frontiers .

Jessup wrote that i t cannot be doubted that action taken by a Member State of the United Nations in compliance with a decision of the Security Council under Chapter VII of the United Nations Charter would constitute justification for any incidental breach of a treaty obligation calling for freedom of commercial intercourse or of communications.
