The Committee notes the enactment of article 40 of the Basic Law of the Macau Special Administrative Region, which prescribes that the precepts of the Covenant, which are applicable to Macau, will continue to apply and shall be implemented through legislation enacted by the Macau Special Administrative Region.

The Committee recommends that in the Macau SAR, the State party expedite its discussions in this regard and elaborate and implement a comprehensive plan of action for the Macau SAR.

(iii) The UNU International Institute for Software Technology (UNU IIST) in Macau

209. The first agreement, signed in May, was between UNU IIST, the Macau Foundation and the State Science and Technology Commission for China for a project on the Information Network Centre of Macau.

253. The Committee, bearing in mind that China does not recognize dual nationality, expresses concern that residents of Macau, including civil servants who hold Portuguese passports, may not be able to stay in Macau after 1999.

The Committee regrets the limited amount of information available on these issues in the Macau SAR.

It signed agreements to take part in two projects that involve designing information centres in Macau.

In 1995, it conducted seven such courses, some of them for students at the University of Macau.

Such an agency would include Portugal, Brazil, all Portuguese speaking African countries and the Territory of Macau.

This project will set up an Internet information centre to deal with topics about Macau and China.

Fernando Chui, Chief Executive of Macau SAR said on the 12th that the constitution is the fundamental law of the country. It is the highest legal basis for one country two systems . It is also the basis for the founding of Macau SAR.

The associated members of UNESCO (Aruba, British Virgin Islands, Macau, Netherlands Antilles) may also apply for the scholarships.

During 1995, research staff of the Institute, fellows and sponsored collaborators gave numerous presentations both in Macau and internationally.

Precisely this sort of modern information tool is being explored at the UNU International Institute for Software Technology in Macau.

It further notes with appreciation the large high level, multisectoral delegation from the mainland, Hong Kong and Macau Special Administrative Regions.

Professor Zhou Li Gao, Vice Rector of the University of Macau, was appointed a member of the Board of UNU IIST.

The Committee notes the information provided by the delegates from the Macau SAR that a comprehensive plan of action is under discussion.

The Committee regrets the lack of available information on the practical implementation of article 2 of the Convention in the Macau SAR.

In the Macau SAR, the Committee encourages the State party to expedite its plans to expand free compulsory education to 12 years' duration.

This work is carried out by UNU IIST in Macau the first international science institute devoted to the software needs of developing countries

The Centre will operate on computer hardware donated by the State Science and Technology Commission and will be based at the Macau Foundation.

It will involve University of Macau Master of Science students and will cover issues of large scale multimedia, distributed and shared information based systems.

210. The second agreement, signed in June, was between UNU IIST and the Macau Sino Latin Foundation for the Sino Latin Project, in which UNU IIST will provide expertise to the Macau Sino Latin Foundation in designing and installing an Internet information server that will bring Chinese and Latin communities around the world together over the Web.

The Committee regrets the lack of information on how the views of the child are taken into account in all settings in the Macau SAR.

A meeting on a plan of action on ageing in Asia and the Pacific will be held in Macau from 28 September to 1 October 1998.

In the Macau SAR, the Committee recommends that the State party expedite its plans for reform of the juvenile justice system and ensure that such reforms include
