Mr. Manfred Nowak, a member of the Working Group on Enforced or Involuntary Disappearances, was appointed as expert in charge of the process.

This was exemplified by the visit to Georgia of Mr. Manfred Nowak, United Nations Special Rapporteur on the question of torture, who was invited by the Government in February 2005.

The Special Rapporteur on the question of torture, Manfred Nowak, who was appointed on 1 December 2004, hereby submits his first report to the Commission on Human Rights, in accordance with resolution 2005 39.

152. At the same meeting, the expert member of the Working Group responsible for the special process on missing persons in the territory of the former Yugoslavia, Mr. Manfred Nowak, introduced his report (E CN.4 1996 36).

At the same meeting, Mr. Manfred Nowak, Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, introduced the report written by him and the former Special Rapporteur, Mr. Theo van Boven (E CN.4 2005 62 and Add.1 3).

3. At the same session the expert member of the Working Group on Enforced or Involuntary Disappearances in charge of the special process on missing persons in the former Yugoslavia, Mr. Manfred Nowak, resigned, and the mandate for the expert apos s activities was terminated.

He also seized the opportunity to express condolences, on behalf of the meeting, to the family, friends and colleagues of the late Mr. Manfred Schneider of Austria, an active member of the Montreal Protocol family who had lost his life during the great tsunami disaster of 2004.

As Dr. Manfred Novak points out, In U.N. Covenant on Civil and Political Rights CCPR Commentary, 1993. the expression other obligations under international law covers both international customary law and the law contained in international treaties, in the first place in the various human rights and international humanitarian law conventions.

ACTIVITIES OF THE MISSION International Police Task Force

The main output of the Centre consists of a summer course (lasting two weeks and hosted by a faculty of law), a practitioners' forum, participation in the Manfred Lachs Space Law Moot Court Competition, a space law database, publications such as the ECSL newsletter, and proceedings of the summer course and other colloquiums organized by the International Institute of Space Law (IISL).

The expert member of the Working Group in charge of the Special Process on Missing Persons in the territory of the former Yugoslavia, established pursuant to Commission on Human Rights resolutions 1994 72, 1995 35 and 1996 71, Mr. Manfred Nowak, continued his activities aimed at determining the fate and whereabouts of many thousands of missing persons in Croatia and in Bosnia and Herzegovina.
