95. On 18 March 1996, the Rapporteur transmitted an urgent appeal to the Government of Colombia, concerning death threats against Mrs. Margarita Arregoces and a human rights lawyer Mr. Reinaldo Villalba Vargas of the Lawyers apos Collective (Corporación Colectivo de Abogados).

196. With regard to the threats received by Vitalino Similox, Blanca Margarita de Similox and Lucio Martínez Pic, the Special Rapporteur was informed that the El Ramo Department of Criminal Investigation would be responsible for carrying out an investigation into the matter.

On 6 March 1996, the Special Rapporteur of the Commission on Human Rights on extrajudicial, summary or arbitrary executions asked the Government for information on the threats against Pastor Lucio Martínez, Blanca Margarita Valiente, Vitalino Similox and Juan García of the Kakchiquel Presbytery in Chimaltenango.

In like manner, at the seventh Ibero American Summit, held on Margarita Island in November 1997, the Heads of State or Government stated that they rejected the application of the law known as the Helms Burton Act, since they considered that that legislation violates the principles governing international coexistence and runs counter to the spirit of cooperation and friendship that should prevail in relations among all members of the international community.
