In the Chinese World Atlas published under Mao Zedong in 1960, the Senkaku Islands were treated as part of Okinawa. And, although circumstances changed in 1968, when a survey by the United Nations Economic and Social Commission for Asia and Pacific revealed the seas around the islands to contain an abundance of resources, the periodic tensions that arose were manageable.

For example, there are security questions related to strengthening the alliance between Japan and the US, including the relocation of the Futenma Air Station, the base of operations for the US Marine Corps on Okinawa. There are also issues related to economic cooperation, such as the Trans Pacific Partnership (TPP), the proposed mega regional free trade treaty covering Pacific Rim economies.

Tamaki told the media on October 1 that the result of election showed that the Okinawa people didn't want to waste the former governor Onaga Takeshi's efforts during his lifetime, and he would carry out Takeshi's behests to make continued efforts in opposing the plan of relocating the US military base and the closure of the Futenma base to the Japanese government and the American government.

Only three months ago, Kan was chosen as the DPJ s top leader to restore its public image, which had been severely tarnished by political financing scandals involving his predecessor as prime minister, Yukio Hatoyama, and a separate scandal involving Ozawa. Hatoyama s mismanagement of Japan s relations with the United States, centered on the relocation of a Marine base in Okinawa, had also dented the DPJ s standing.

This was recognized by the DPJ, which would like Japan to play a more independent role, as a more equal ally, rather than a mere protectorate, of the US, and thus be a more assertive political player in Asia. Hence, the first symbolic step was to get the US to move its marines from Okinawa, an island that has carried the burden of a US military presence for much too long.

Controversy over the deployment by the US Marines of 12 tilt rotor V 22 Osprey aircraft to the Futenma Air Base on Okinawa has contributed to the alliance s decay. The hybrid aircraft which combine a helicopter s ability to take off and land vertically with the range, loading capacity, fuel efficiency, and speed of a turboprop airplane are instrumental to deter possible Chinese or North Korean aggression in the area.

In the absence of an answer to that question, China s overly assertive policies have proven a diplomatic boon for the US in strengthening and expanding American security arrangements in Asia. South Korea has tightened its military alliance with the US, Japan has backed away from a move to get the US to move its Marine airbase out of Okinawa, and India, Vietnam, Indonesia, and the Philippines, among others, have drawn closer to the US.
