Ms. Romano (Croatia) welcomed the efforts of UNHCR to develop and strengthen strategies and activities designed to ensure a more effective and efficient transition from humanitarian assistance to sustainable development for returnees.

Once again the similarity with what happened in Western Europe at the time of the euro's implementation is striking. The government of Romano Prodi, having managed against all the odds to get Italy into Europe's monetary union, fell three months later.

The same problems led to the collapse of the previous government (a left wing coalition led by current EU Commission President Romano Prodi), and they would certainly continue under a new government if a left wing coalition was voted into office at the next election.

The result of the debates of the early 1990 s was a set of rough and ready rules on deficits and debt levels that was never taken quite seriously. Economists mocked them and Romano Prodi, the president of the European Commission at the time, called them stupid.

Italy is facing perhaps its most important elections since 1948, when voters confirmed the emergence of Italy s new republic from the wreckage of Mussolini s fascist regime. On April 9 10, Italians must choose between Prime Minister Silvio Berlusconi s center right government and the center left bloc headed by Romano Prodi.

When Barroso, the former Portuguese prime minister, was awarded the EU post by his fellow heads of government, he appeared to be a dynamic new broom who would sweep away the cobwebs left by his predecessor, Italy s Romano Prodi. But, with the passage of time, the Barroso led Commission has also come under fire for being unadventurous and lacklustre.

Meanwhile, Italy must decide whether it replaces Prime Minister Silvio Berlusconi, who displayed no interest in reform and European affairs, with the cautious Romano Prodi, the former European Commission President. Tony Blair, once an ardent pro European (at least by Britain s undemanding standards), might finally have to cede power to Gordon Brown, who is famously cold to European integration.

First, the committee explicitly discussed whether the capital market would suffice to impose fiscal discipline on the currency union s members, and agreed that a system of rules was needed. But those rules were steadily weakened, and by the early 2000 s were widely derided (including by Romano Prodi, Delors successor as President of the European Commission), as governments found that they could run large deficits without paying higher market interest rates.

To see why, it is worth recalling that the SGP s original rules were judged stupid by one former Commission president (Romano Prodi), because the single minded pursuit of a deficit below 3 of GDP could be inappropriate during recessions. That argument was accepted, and the SGP was supposedly rendered more intelligent by, for example, permitting budget deficits to be adjusted for the economic cycle, adding medium term objectives for expenditure, and introducing escape clauses.
