From 26 to 29 July 2004, the Centre organized, in close cooperation with the Government of Japan, Hokkaido Prefecture, Sapporo City and Sapporo International Communication Plaza, a regional disarmament conference on Mounting challenges to peace and security and disarmament today in Sapporo, Japan.

Furthermore, the Secretary General wishes to express his appreciation to the City of Sapporo and the Hokkaido Prefecture for the 1997 Sapporo Conference, and to the Government of Indonesia for the 1998 Regional Disarmament Meeting in South east Asia.

He met the Vice Minister for Foreign Affairs, representatives of various ministries, representatives of the judiciary, and local government representatives from Osaka, Kyoto, Tokyo and Sapporo.

In addition, the Secretary General wishes to express his appreciation to the Governments of Australia, China, Japan, the Republic of Korea, Switzerland and Uzbekistan and to Hokkaido Prefecture, Sapporo City, Sapporo International Communication Plaza, Ishikawa Prefecture and Kanazawa City for their financial and technical support for the United Nations conferences and meetings organized by the Centre during the past year.

During his mission, the Special Rapporteur visited Osaka, Kyoto, Tokyo, the island of Hokkaido (Sapporo, Niburani and Hakuro) and Chubu in Aichi prefecture, before ending his visit in Tokyo.

The efforts of the Centre to introduce the subject of disarmament and non proliferation education into the discussion were appreciated by the education community in Sapporo City and by the press.

Approximately 60 teachers and students from elementary and high schools attended the session, which provided useful opportunities for the exchange of views and sharing of experiences between teachers in Sapporo and disarmament and non proliferation experts.

These steps have included the holding on 15 and 16 September 1997 of the Tashkent International Conference on Central Asia as a Nuclear Weapon Free Zone, and also meetings of experts in Geneva, Bishkek, Sapporo, Samarkand and Tashkent.

In that connection, IAEA, the Organisation for the Prohibition of Chemical Weapons (OPCW) and the Preparatory Commission for the Comprehensive Nuclear Test Ban Treaty Organization (CTBTO) participated in the conferences organized by the Centre in Sapporo and Jeju Island.

United Nations information centres provided information support for the Secretary General s mission to Iraq and for two regional meetings the United Nations Conference on Disarmament Issues at Sapporo, Japan, and a regional seminar on anti personnel landmines at Sana a, Yemen.

The Centre published under the title The Kathmandu Process series III and IV, the proceedings of the 1997 Kathmandu regional disarmament meeting on nuclear disarmament in the post comprehensive nuclear test ban treaty era and the 1997 Sapporo conference on a new agenda for disarmament and regional security.

In line with this approach, and within the limited financial resources available during the reporting period, the Centre was able to organize two major regional meetings at Kathmandu, and at Sapporo, Japan, respectively. The entire cost of both meetings was financed from voluntary contributions of Member States and interested organizations.

These Games are the second Olympic Winter Games to be held in Asia, following those in Sapporo in 1972. It is my firm conviction that the Olympic Winter Games in Nagano will provide a venue for a broad exchange among young people from all over the world, and will contribute to making this a better and more peaceful world.
