In the view of the Executive Secretaries, the two issues are interlinked.

Women are regularly appointed ministers, parliamentary secretaries and advisers to the provincial Chief Ministers.

The Executive Secretaries further explored interregional and horizontal cooperation between the commissions in given areas.

Senior staff members serve as secretaries of the constituted bodies of mechanisms established under the Kyoto Protocol.

It means negotiating with heads of state, and with secretaries of state in 50 countries to sign treaties.

The first Balkenende Government (2002) had one woman minister and four women state secretaries (7.1 and 28.6 respectively).

The present Government (Balkenende II) looks very different, with 33 women ministers and 50 women state secretaries, the highest proportion of women in any government so far.

The number of Water Boards has now been reduced to 48. This has not had any effect on the number of women chairs (2) and secretaries (2).

The Party for Social Renewal (the party of former President Koumba Yalá) was given six ministries, including the Ministry of the Interior, and four secretaries of state.

Mr. George Korontzis, Senior Legal Officer, served as Senior Assistant Secretary, Mr. Trevor Chimimba and Mr. Arnold Pronto, Legal Officers, served as Assistant Secretaries to the Commission.

The Executive Secretaries, therefore, expressed appreciation of the recent decision by the Council in early 2005, to hold its dialogue with them immediately after the High level Segment.

The Punjab Cabinet contained five women ministers (out of 31), two Advisers to the Government (out of four) and eight Parliamentary Secretaries (out of 38) in 2003 2004.

The executive secretaries also elaborated on their plans to implement gender mainstreaming policies, to address growing demographic imbalances and to improve coordination between the regional commissions and actors in civil society.
