487. The Government informed the Special Rapporteur that the following persons had died during clashes with security forces and that the allegations transmitted did not correspond to reality Fuat Erdogan, Elmas Yalcin, Ismet Erdogan, Refik Horoz, Reyhan Havva Ipek, Huseyin Deniz and Selim Yesilova.

With respect to A. Kadir Bilen, Ömer Akbay and A. Selim Daĝkuşu, reportedly detained by soldiers on 29 May 1996 (appeal 31 May 1996), the Government replied on 20 January 1997 that Ömer Akbay had been released two days after his arrest, following referral to the Office of the Chief Public Prosecutor of Silvan, but that the other two persons named had never been taken into custody.

In the impoverished western district of Abu Selim, where many Islamists are seen as local heroes due to their sacrifices under Colonel Muammar el Qaddafi s regime, the NFC swept the field with 60,052 votes, defeating all six Islamist parties, which received a combined total of less than 15,000 votes. Overall, liberal leaning parties finished first in 11 of Libya s 13 electoral districts, with the NFC winning ten and the CNT taking one.

The detention of Leyla Zana, Hatip Dicle, Ahmet Turk, Orhan Degan, Selim Sadak and Sedat Yurttas is declared to be arbitrary being in contravention of articles 10 and 11 of the Universal Declaration of Human Rights, and of article 14 (1) and (2) of the International Covenant on Civil and Political Rights and falling within category III of the principles applicable in the consideration of the cases submitted to the Working Group.
