During the fifteenth meeting of States Parties to UNCLOS, several delegations referred to the benefits of the Hamilton Shirley Amerasinghe and the United Nations Nippon Foundation of Japan fellowships to developing countries and urged States that were in a position to do so to contribute to the Hamilton Shirley Amerasinghe Fellowship Programme.

472. The Hamilton Shirley Amerasinghe Memorial Fellowship continues to attract a high degree of interest from candidates from all regions as well as among academic institutions.

Also at its 3rd meeting, the SBI agreed to consider this item in a contact group co chaired by Ms. Shirley Moroka (South Africa) and Mr. Roger Cornforth (New Zealand).

97. For the Hamilton Shirley Amerasinghe Fellowship on the Law of the Sea, in 1996 the Governments of the following countries made contributions Cyprus 1,080, Sri Lanka 1,000, and United Kingdom 25,000. In 1997, the following countries made contributions Cyprus 990, and Sri Lanka 1,000.

476. The fellowship was established in 1981,97 in memory of the late Hamilton Shirley Amerasinghe, the first President of the Third United Nations Conference on the Law of the Sea, in recognition of his contribution to the development of the law of the sea.

72. Invites Member States and others in a position to do so to contribute to the further development of the Hamilton Shirley Amerasinghe Memorial Fellowship Programme on the Law of the Sea established by the General Assembly in its resolution 35 116 of 10 December 1980

77. Urges Member States and others in a position to do so to contribute to the further development of the Hamilton Shirley Amerasinghe Memorial Fellowship Programme on the Law of the Sea established by the General Assembly in its resolution 35 116 of 10 December 1980

(iii) Fellowships and grants annual award of the Hamilton Shirley Amerasinghe Memorial Fellowship and supervision of the fellowship recipient through the operation of the fellowship programme annual award of the United Nations Nippon Foundation scholarships and supervision of recipients through the operation of capacity building training

76. Activities concerning the law of the sea and ocean affairs the Hamilton Shirley Amerasinghe Memorial Fellowship. The Office of Legal Affairs will continue to award at least one fellowship annually, in accordance with the rules and guidelines referred to in paragraphs 35 and 39 above.

I refer specifically to the United Nations Institute for Training and Research (UNITAR) briefings on development in ocean affairs and the law of the sea the Hamilton Shirley Amerasinghe Memorial Fellowship Programme the TRAIN SEA COAST programme and the Nippon Foundation supported programme, for which we are grateful to the Foundation.

Also recognizes the importance of the Hamilton Shirley Amerasinghe Memorial Fellowship Programme on the Law of the Sea established by the General Assembly in its resolution 35 116 of 10 December 1980, and urges Member States and others in a position to do so to contribute to the further development of the Fellowship Programme

Nigeria also welcomes the various initiatives and programmes directed at building and strengthening the capacities of developing countries, including contributions by the United Nations Institute for Training and Research (UNITAR), the Hamilton Shirley Amerasinghe Memorial Programme, the United Nations Nippon Foundation fellowship programme, the TRAIN SEA COAST programme, trust funds and other technical assistance packages.

34. The Division for Ocean Affairs and the Law of the Sea contributes to the promotion and wider dissemination of international law, as well as the acquisition of additional knowledge of the law of the sea, inter alia, by the annual award of the Hamilton Shirley Amerasinghe Memorial Fellowship on the Law of the Sea.18

In particular I attended Committee I (seabed) and the Committee on dispute settlement. (b) Apart from attending the conferences, I was called upon for advice by the President of the Conference, Mr. H. Shirley Amerasinghe, on a broad variety of matters connected with the law of the sea, particularly on matters concerning the Seabed Authority and dispute settlement.

19. Recognizes the importance of the Hamilton Shirley Amerasinghe Memorial Fellowship on the Law of the Sea, advises the Secretary General to continue to finance the Fellowship from resources made available through an appropriate Office of Legal Affairs trust fund, and urges Member States and others in a position to do so to contribute to the further development of the Fellowship

23. Recognizes the importance of the Hamilton Shirley Amerasinghe Memorial Fellowship on the Law of the Sea, advises the Secretary General to continue to finance the Fellowship from resources made available through an appropriate Office of Legal Affairs trust fund, and urges Member States and others in a position to do so to contribute to the further development of the Fellowship

In this connection, we appreciate the provision of assistance to developing countries as well as training under the Hamilton Shirley Amerasinghe Memorial Fellowship. While 1998 has been designated the Year of the Ocean , we hasten to add that this can be meaningful only if all Governments agree to ratify or accede to the Convention and its relevant instruments and endeavour to implement them as soon as possible.

44. Invites Member States and others in a position to do so to contribute to the further development of the Hamilton Shirley Amerasinghe Memorial Fellowship Programme on the Law of the Sea established by the General Assembly in its resolution 35 116 of 10 December 1980 and to support the training activities under the TRAIN SEA COAST Programme of the Division for Ocean Affairs and the Law of the Sea

Reiterates its request to Member States and to interested organizations and individuals to make voluntary contributions, inter alia, for the International Law Seminar, the fellowship programme in international law, the Hamilton Shirley Amerasinghe Memorial Fellowship on the Law of the Sea and the United Nations Audiovisual Library in International Law, and expresses its appreciation to those Member States, institutions and individuals that have made voluntary contributions for this purpose
