Ms. Simms suggested that Paraguay's next report should integrate the discussion of indigenous women's issues under each article of the Convention.

As far as the health sector was concerned, policy instruments were being developed as a matter of priority for the three areas mentioned by Ms. Simms.

Ms. Simms said that the report stated that the Gambia was male dominated that was true not only of the Gambia, but of the entire world.

Ms. Simms welcomed the State party's decision to train police and the judiciary to deal with trafficking in and violence against women and to build awareness at the community level by disseminating information in local dialects.

Ms. Simms, referring to the fact that rural women in Lebanon had been displaced as a result of military activities, asked whether the urban drift had continued or whether the rural areas were now more settled.

Ms. Simms said that indigenous peoples were always interested in education but not in being told that their culture was inferior or in having their children taken by churches and sent off to residential schools to be Christianized .

Ms. Simms said that, whereas the report focused primarily on cross border trafficking and the underlying push factor of poverty in the Russian Federation, it would be of interest to learn what pull factors attracted Russian prostitutes to Israel and why so many Ethiopian women were quasi enslaved.

Ms. Simms welcomed the Government's excellent intentions with regard to women's health as evidenced by the Breastfeeding Policy (1995), the Food and Nutrition Policy (1996) and the Population Policy (CEDAW C WSM 1 3, p. 73), but wondered whether they had been fully implemented and contained specific targets and timelines.

Ms. Simms, referring to the provisions of the new Penal Code which penalized sexual relations of minors under 15 years of age, asked whether they were not in violation of both the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of the Child.

Ms. Simms noted that when the delegation could say, as it had at the previous meeting, that mothers who themselves had been raped would react strongly to the rape of their children or that fathers would never allow their daughters to be beaten even though they might beat their spouses, there was clearly a value system in place that needed to be changed.
