Ms. Zack (United States of America) said that the non binding instrument in question embodied respect for the rule of law and the principle of accountability for gross human rights violations and serious violations of the law of armed conflict.

Ms. Zack (United States of America) said that the Human Rights Council represented an opportunity to move into an era of implementation and asked how the new Council could establish technical assistance mandates that would address more effectively the aspirations of individual countries.
