The Private Sector Division will continue its rigorous monitoring and collection of accounts receivables.

The same question arises with respect to receivables, negotiable instruments, negotiable documents and bank accounts.

It was suggested that the list should include, in addition to receivables arising from deposit accounts, receivables arising from investment securities, repurchase agreements, wire transfers, swaps and cheque collection systems.

Another view was that there was no reason to exclude the assignment of receivables arising from deposit accounts.

Apart from the estimated uncollectable amounts, recorded under the provision for doubtful accounts receivables, we expect all significant accounts receivable at 31 December 2004 to be collected.

The Working Group next turned to the question whether the assignment of receivables arising from deposit accounts should be covered.

In paragraph 66, the Board recommended that the Private Sector Division review its policy on the determination of the provision for uncollectible accounts receivable and ensure that it excludes written off receivables from provisions for uncollectible receivables.

An enterprise shall enhance the management of the receivables, evaluate the credit risks of the clients, track the clients' performance of contract, determine and perform the responsibility of receivables collection and cut down the loss from doubtful accounts.

The audit also pointed out that the field accounts for each financial period should be closed promptly and the accounts should reflect the correct status of the receivables and payables for staff members and vendors.

During the 2004 2005 biennium, the Tribunal has made great improvements in accounts receivable, specifically with respect to former employees and their outstanding receivables.

33. A review of accounts receivable indicated significant shortcomings in internal controls. Specifically, accounts receivable balances were not aged, there was a lack of review and follow up of long outstanding receivables, uncollectible accounts were not regularly written off and collection action was inadequate.

Because of the absence of debtor creditor identity in a large number of receivables payables as recorded in the IMIS database, the Board questions the ability of the Administration to follow up and collect overdue accounts receivable and to maintain proper control over accounts payable.

UNICEF agrees to review the policy of the Private Sector Division on the determination of the provision for uncollectible accounts receivable and to ensure that the provision excludes receivables that have been written off.

In order to address both the transfer of title in the receivables and the creation of security rights in receivables, it was agreed that reference should be made in subparagraphs (a) and (b) to the transfer of rights in receivables rather than to the transfer of receivables .

(3) An assignment of receivables is effective to transfer the rights to cash received upon collection or other disposition of receivables, provided that the cash may be identified as proceeds of the receivables.
