13. The Conference of the Parties shall initiate, at its third session, review of the reports submitted by the Parties, alternating between affected African country Parties and affected country Parties of other regions.

The United Nations system has played a leading role in assisting over 20 mine affected States Parties in implementing the Convention and in supporting mine action in States not parties and in mine affected regions.

As at 30 June 2005, 79 affected country Parties adopted their national action programmes (NAPs), representing a large majority of countries affected by desertification. Pursuant to decision 8 COP.4, all other affected developing country Parties are expected to complete their programmes by the end of 2005.

Also during CRIC 1, under a related topic, Access by affected country Parties, particularly affected developing country Parties, to appropriate technology, knowledge and know how, it was noted that developed country Parties should provide developing country Parties with further access to new technologies and know how for the implementation of their action programmes.

These are international partnerships between developed country Parties, affected African country Parties and international organizations, whether inside or outside the United Nations system.

In facilitating technology transfer from developed countries to affected developing countries, more work is needed by developed country Parties to formulate preferential policies to encourage their private and public sectors to transfer technology to affected developing country Parties.

The developed countries declare a willingness to support the efforts undertaken by affected African country Parties.

However, affected parties from other regions are eligible to receive assistance from the GM upon request.

The opposition political parties have not been the only ones affected by obstacles of this type.

The developed country Parties confirm their support for the affected African country Parties, within the framework of their cooperation and public development aid policies.

It also encourages the affected developed country Parties and the relevant international organizations to further take into account the aims and objectives of the UNCCD in their strategies to support the efforts of the affected developing country Parties and other Parties covered by Regional Implementation Annexes of the Convention.

Affected country Parties can benefit from the experience and resources of the relevant subregional and regional organizations.

All reports describe the efforts made by developed country Parties to assist affected African country Parties to gain access to appropriate technologies, knowledge and know how.

14. Developed country Parties shall report, at each session, on measures taken to assist action programmes of those affected developing country Parties reporting for the session.

More sustained consultation with affected African country Parties could on the other hand alleviate the risk of these programmes being overlooked and not being given the priority they deserve, either by the national political authorities of the affected African country Parties or by the PDA policy decision makers of developed country Parties.

Where appropriate, messages received from donor countries have been communicated back to the affected developing country Parties concerned.
