Relative ageing of the old age population itself is becoming a notable feature of the ageing process in the region.

The fact that ageing is not a transient issue makes it necessary to respond to the ageing process in time.

The needs of ageing populations are of growing concern.

Second World Assembly on Ageing The LWV attended the UN Second World Assembly on Ageing meeting in Madrid held April 2 12, 2002 and the NGO Forum on Ageing held April 5 9, 2002 and spoke as a member of a panel at the Forum.

The diversity of ageing in the region means that different policy responses are called for in different countries depending on their current and expected levels of ageing.

Encourages Governments to pay greater attention to building capacity to eradicate poverty among older persons, particularly older women, by mainstreaming ageing issues into poverty eradication strategies and national development plans, and to include both ageing specific policies and ageing mainstreaming efforts in their review and appraisal of the Madrid International Plan of Action on Ageing, 2002Ibid., annex II. and in their national strategies

6. Encourages the international community to support national efforts to provide funding for research and data collection initiatives on ageing in order to better understand the challenges and opportunities presented by population ageing and provide policymakers with more accurate and more specific information on gender and ageing

The Madrid International Plan of Action on Ageing adopted at the Second World Assembly on Ageing in 2002 had been extremely useful in that it served as a model for the international community in dealing with the situation of older persons and the question of ageing.

Activities focus on research of the demographic aspects of population ageing and related policy issues, including studies aimed at understanding the social and economic causes and consequences of population ageing.

The implementation of national and regional action plans established in line with the Shanghai Implementation Strategy Regional Implementation Strategy for the Madrid International Plan of Action on Ageing 2002 and with the Macao Plan of Action on Ageing for Asia and the Pacific 1999 could provide an enabling and supportive environment for ageing.

Reiterating that the Second World Assembly on Ageing should give particular attention, inter alia, to linkages between ageing and development, with particular attention to the needs, priorities and perspectives of developing countries,

In addition to and sometimes in connection with the work of United Nations organizations, several international non governmental organizations in the field of ageing provide support to develop national capacity on ageing.

The training also focused on the advantages to Governments of utilizing participatory bottom up approaches for data collection related to population and individual ageing methods of bottom up data collection, interpretation and tracking of progress indicators resource mobilization to address ageing issues and means of financing initial efforts and activities to implement national policy on ageing.

Given the social and economic implications of such changes, (i)t is essential to integrate the evolving process of global ageing within the larger process of development , as stated in paragraph 9 of the Madrid International Plan of Action on Ageing, 2002,9 adopted by the Second World Assembly on Ageing, held in Madrid from 8 to 12 April 2002.

Recognizing the continuing process of elaboration of the United Nations research agenda on ageing for the twenty first century, which is aimed at providing a background for policy responses to ageing, in particular in developing countries,

The Government established the Presidential Committee on Ageing and Future Society early in 2004 to analyse and assess social and economic changes caused by rapid population ageing and advise the president on appropriate long term policies.

In closing, the NGO Committee on Ageing stands ready to work with governments and the United Nations community in realizing the commitments made to global ageing populations and ensuring their inclusion in the international development agenda.
