A workshop entitled Care provision in ageing societies what are the policy challenges and how to address them was held in Malta in May 2005.

Follow up to the Second World Assembly on Ageing by the International Labour Organization (ILO) is based on the premise that genuine solutions to the challenges of ageing societies should be sought by increasing participation in the labour force and promoting job creation.

Population ageing

The ILO employment and social protection sectors developed a joint proposal for the agenda of the ninety sixth session (2007) of the International Labour Conference on the theme Employment and social protection in ageing societies .

Relative ageing of the old age population itself is becoming a notable feature of the ageing process in the region.

The fact that ageing is not a transient issue makes it necessary to respond to the ageing process in time.

Second World Assembly on Ageing The LWV attended the UN Second World Assembly on Ageing meeting in Madrid held April 2 12, 2002 and the NGO Forum on Ageing held April 5 9, 2002 and spoke as a member of a panel at the Forum.

The diversity of ageing in the region means that different policy responses are called for in different countries depending on their current and expected levels of ageing.

Encourages Governments to pay greater attention to building capacity to eradicate poverty among older persons, particularly older women, by mainstreaming ageing issues into poverty eradication strategies and national development plans, and to include both ageing specific policies and ageing mainstreaming efforts in their review and appraisal of the Madrid International Plan of Action on Ageing, 2002Ibid., annex II. and in their national strategies

6. Encourages the international community to support national efforts to provide funding for research and data collection initiatives on ageing in order to better understand the challenges and opportunities presented by population ageing and provide policymakers with more accurate and more specific information on gender and ageing

The Madrid International Plan of Action on Ageing adopted at the Second World Assembly on Ageing in 2002 had been extremely useful in that it served as a model for the international community in dealing with the situation of older persons and the question of ageing.

The weakening of intergenerational connections in the context of ageing societies implies that various needs of youth, children and older persons, which may have been supported through intricate and complex familial relationships, are increasingly not being met and are instead becoming the responsibility of the State or the private sector.

Activities focus on research of the demographic aspects of population ageing and related policy issues, including studies aimed at understanding the social and economic causes and consequences of population ageing.

The implementation of national and regional action plans established in line with the Shanghai Implementation Strategy Regional Implementation Strategy for the Madrid International Plan of Action on Ageing 2002 and with the Macao Plan of Action on Ageing for Asia and the Pacific 1999 could provide an enabling and supportive environment for ageing.

The training also focused on the advantages to Governments of utilizing participatory bottom up approaches for data collection related to population and individual ageing methods of bottom up data collection, interpretation and tracking of progress indicators resource mobilization to address ageing issues and means of financing initial efforts and activities to implement national policy on ageing.
