VI. Integral rehabilitation of basic social services, infrastructure and agricultural areas of the country

The MAWRD, in collaboration with FAO, and NGO's, has embarked on several measures aimed at enhancing agricultural extension capacity and outreach to communal farmers.

Essentially this means higher levels of school attendance and better health services, preservation of purchasing power, extension of social services, and improved housing conditions.

84. The agricultural, industrial and services sectors need to be developed in a balanced manner.

All the support services, including the existing extension services for rural development, will be utilized by promoting better coordination between the officials and the beneficiaries.

Services ranged from assistance with implementation of legislation and provision of inspection services to extension and training for fish industries as well as for artisanal fisheries.

However, success in research, training and extension requires, apart from a solid scientific foundation, factors such as sufficiently high ratios of extension workers per farmer, the availability of means of transport for extension workers, and a socially sensitive focus that takes into account the fact that many agricultural production activities are the responsibility of women.

Discussions have taken place regarding the inclusion of a drug component in the training of agricultural extension workers in eastern Africa and in rural education in Central America.

In addition, awareness raising, education, and extension services for farmers are important for improving overall water use efficiency and productivity.

The extension of such services to more developing countries and LDCs would, in the long run, lead to poverty reduction.

In 1996, agricultural production reached 240 million, while industrial production reached 100 million, tourism 40 million, sales and services 50 million, and public services 20 million.

Research, training and extension services in agriculture are particularly important for the diversification process, as illustrated in box 5, and diversification is frequently an important objective of such services.
