Ethnic audit of the poverty reduction strategy papers of 14 countries

In the framework of the Follow up Action Plan on the Elimination of Discrimination at Work,7 ILO is finalizing an ethnic audit of 14 poverty reduction strategy papers in an equal number of countries.

Enterprises should disclose the scope of work and responsibilities of the internal audit function, as well as the highest level within the leadership of the enterprise to which the internal audit function reports.

Considerable progress has since been made with, inter alia, the application of the Standards for the Professional Practice of Internal Auditing of the Institute of Internal Auditors (IIA), improving audit plans and working papers, quality assurance, as well as with the acquisition of additional skills and resources. During the course of carrying out this follow up audit work, several other aspects arose and I would like to make mention of a few further improvements that may be useful

Disclosures should cover the selection and approval process for the external auditor, any prescriptive requirements for audit partner rotation, the duration of the current auditor (e.g. whether the same auditor has been engaged for more than five years and whether there is a rotation of audit partners), who governs the relationship with the auditor, whether auditors do any non audit work and what percentage of the total fees paid to the auditor involves non audit work.

In 2004, judges and staff members of the Registry also delivered lectures and published papers on the work of the Tribunal.

At the country level, ILO works for the inclusion of decent work in poverty reduction strategy papers and carries out decent work pilot programmes, aiming to show how decent work can reduce poverty in practice.

As with previous Russian and Chinese papers, this one is mainly an invitation to joint efforts, joint creative work, food for further thought and discussions.

Internal audit is conducted by a dedicated UNHCR Audit Service, which forms part of Internal Audit Division II that is headquartered at Geneva.

The UNHCR Audit Service, in close cooperation with the UNHCR Audit Coordinator in the Controller's Office, vigorously follows up on outstanding audit recommendations.

We believe that our audit provides a reasonable basis for the audit opinion.
