Civil aviation security measures

The certified employees of the Aviation Security Control trained in the appropriate security educational centers of the International Civil Aviation Organization carry out the inspection process.

ICAO had already produced eight aviation security training packages which were being sold and distributed in the international civil aviation community.

The following major legal acts govern aviation security issues in Armenia

All passengers departing by domestic or international flights pass an aviation security control.

The section is, thus, responsible for maritime security, aviation security, physical security, personnel security, IT security, emergency management, threat assessments and a newly established situation centre.

The choice and location of the security control zones is carried out in accordance with the Law of the Republic of Armenia On Aviation , the National Program of Aviation Security of the Civil Aviation of the Republic of Armenia, created by the RA Government Decision, by the Standards of the International Civil Aviation Organization, as well as by standard legal acts of the General Department of Civil Aviation of the Republic of Armenia.

The Civil Aviation Authority and the Ministry of Transport and Communications provide guidance and advice on the setting of standards and quality controls for civil aviation security in accordance with Mexico's experience in various areas of civil aviation.

Armenia has adhered to all five international instruments in the sphere of aviation security.

Article 52 of the mentioned law touches upon the issues related to Civil Aviation security.

The Security check zones equipped with technical equipments of aviation security control are established in the airports to implement security checking of the passengers, their hand baggage, luggage.

Kigoma, Sumbawanga and Ngara have active airport security committees that function in accordance with the Chicago Convention and the Tanzania National Civil Aviation Security Programme.

(e) The National Committee for the Security of Civil Aviation was established, as were local committees at every airport.

The aviation security control of the above mentioned persons is aimed at ensuring aviation security in the airports, protecting the life and health of passengers and crew members, preventing the transportation of arms, ammunition, explosive, radioactive and toxic substances and items, preventing the possible attempts of hijacking civil aircrafts.

These problems have led in turn to the absence of integrated and unified customs, immigration, civil aviation and security services.

The second approach was to prosecute mercenaries under a number of combined laws such as those pertaining to State security, immigration, aviation and arms control.

There are a number of existing technical assistance programmes to prevent attacks by man portable air defence systems by enhancing civil aviation security measures at airports.

The aviation security control in the airports is implemented by checking the passengers, the members of the crew, their hand baggage, luggage, goods, mail, and airplane accessories, as well as by checking the employees of the organizations carrying out aviation activities in the special control zones of airports.

(d) The Government of the Democratic Republic of the Congo should request ICAO to assist in providing the technical expertise necessary to improve national aviation security standards.
