The immediate causes are well known. They range from subdued bank lending to unusually high risk aversion, and from discredited credit vehicles to the withdrawal of some institutions from credit intermediation altogether.

When the bankruptcy of Lehman Brothers endangered the credit of financial institutions, private credit was replaced by the credit of the state, revealing an unrecognized flaw in the euro. By transferring their right to print money to the European Central Bank (ECB), member countries exposed themselves to the risk of default, like Third World countries heavily indebted in a foreign currency.

If the bank attaches a 10 risk weight to the loan, the risk weighted equivalent is 20,000. If the amount of bank capital needed to protect that risk weighted equivalent is 10 , then the bank requires just 2,000 of its own capital to fund the mortgage, 198,000 of which the bank itself borrows.

The obligations of certain organizations, such as the World Bank, are defined as quasi sovereign by the credit ratings agencies.

A high value inter bank funds transfer system settles transactions in real time, eliminates credit risk between system participants, increases circulation of funds, and enhances monetary policy implementation. Banks are provided with a facility to monitor their positions in real time and hence make cost effective investment decisions.

This confluence of economic incentives to take on risk makes bank managers poor guardians of financial safety. They surely do not want their bank to fail but, if the potential upside is large enough, it is a risk they may find worth taking.

In Europe, the pre crisis boom in real estate investment was fueled by reckless credit flows from Northern to Southern Europe. Credit rationing has followed, as banks reduced their overburdened balance sheets and were discouraged from risk taking.

Then the middleman withdraws the money from the hawala branch and deposits it in the bank where the letter of credit was originally opened.

This view is simply implausible. Consider all the instances of money laundering and sanctions busting (with evidence against Credit Agricole last week, Deutsche Bank this week, and almost every major international bank in the past few years).

Second, the financial system both banks and non bank institutions is severely damaged. Lack of robust credit growth will hamper private consumption and investment spending.

Although the original documents referred to in the draft paragraph were not letters of credit or bank guarantees themselves, they might have an equivalent value.

Furthermore, emerging international banking capital adequacy regulations (Basel II), make the credit risks rating of potential borrowers a condition for their access to bank loans.

The widely documented success story of the Grameen Bank of Bangladesh, which provided credit and micro finance to small rural businesses and women, is now being replicated in more than 30 countries, with support from the World Bank.

Government Programs in this regard are Zakat, Food Support Program (FSP), Employees' Old Age Benefits Institutions (EOBI), and micro credit disbursements by Khushhali Bank (KB), Pakistan Poverty Alleviation Fund (PPAF) and the Agricultural Development Bank of Pakistan (ADBP).

In that respect, the World Bank deserves credit for making young people the theme of its World Development Report 2007 and for consulting young people about which problems to include in the Report. The Bank has set an example.

Especially, the Bank has increased the credit ceiling from VND 3 million to VND 7 million and extended maturity period from 30 months to 60 months.

In 2004, the World Bank approved a US 31 million interest free credit for the development of customs modernization and a trade facilitation project in Afghanistan.
