The Committee recommends that States parties take all necessary measures to ensure that all children are registered at birth, inter alia by using mobile registration units, and make birth registration free of charge.

The Committee recommends that the State party strengthen its efforts to improve the birth registration system, including through the development of mobile registration units and increased outreach activities and awareness raising campaigns for families and traditional birth attendants.

Birth registration rates have jumped in parts of Africa, notably in Angola, Ghana and Senegal.

Some progress has also been made in birth registration and in expanding centre based child care.

The Committee recommends that the State party improve its system of birth registration, so as to cover its territory fully, taking into account regional disparities, and that it adopt measures that facilitate birth registration, particularly aimed at the poorest and most marginalized children.

(b) Raising awareness at the national, regional and local levels, whenever necessary, of the importance of birth registration

While the Committee welcomes the amendments to the Birth and Death Registration Act of 1998 that ensures the compulsory registration of both, throughout the State party, it is concerned at the significant number of children who are not yet registered at birth, particularly in remote areas.

However, stronger partnerships are needed to build capacity in the civil administration systems on which sustained birth registration depends.

The subject of birth registration, which is crucial to the child's enjoyment and exercise of rights in general, was also raised.

Children with one Vietnamese parent are granted Vietnamese citizenship with agreement in writing of both parents at the time of birth registration.

The Committee also notes that, pursuant to the December 1987 law No. 9,534, the civil registration of birth is free of charge.

The Committee notes that provision for registration of all children at birth is still a major challenge for many countries and regions.

The Procurement Service engaged in a management review of vendor registration in 2004 in cooperation with the United Nations Office for Project Services (UNOPS) and the Inter Agency Procurement Services Office of UNDP, and has joined the United Nations Global Marketplace, the Internet based single gateway for vendor registration.

The Committee welcomes the information provided by the State party, particularly that the federal Constitution ensures the civil registration of birth and death certificates for the poor free of charge.

In the light of article 7 of the Convention, the Committee urges the State party to increase its efforts to ensure the registration of all children at birth, including through awareness raising campaigns.

UNICEF supported birth registration activities in 90 countries in 2004 compared to 75 in 2002, most intensively in West and Central Africa, as well as in Latin America and the Caribbean and South Asia.

The objective is to provide basic civil documents (CPF, worker's employment record, identity card, birth certificate and social security registration INSS ) free of charge for women settled under agrarian reform and for family farmers.
