In October, Rosneft issued 11 billion worth of ruble denominated bonds (an unparalleled amount for the Russian market, equivalent to 70 of the total value of corporate bonds issued in Russia this year). The coupon on these bonds was actually 1.5 percentage points below sovereign bonds of similar maturity, which is also unusual, especially given that Rosneft currently is subject to Western sanctions.

Cat bonds have been growing in importance in recent years. According to estimates by Lane Financial, there were 1.8 billion worth of cat bonds issued in the year April 2004 March 2005.

Since the Argentine crisis, most new bonds have been issued with collective action clauses (CACs), under which bondholders are obliged to accept restructuring if a specified share (usually around 70 ) agree to it. As time passes, there are fewer and fewer outstanding bonds that do not contain CACs.

The ECB has already attempted to ease credit conditions by purchasing high quality asset backed securities. It has bought securities backed by cash flows from private sector mortgages, so called covered bonds, and it has floated the idea of buying corporate bonds and multilateral securities issued by the European Investment Bank.

In 2003, Mexico successfully issued new bonds which included CACs without incurring an increase in spreads, thus paving the way for a more frequent inclusion of CACs in emerging market bond issues.

Suppose that the Argentine government issued perpetual bonds that paid an annual dividend equal to one ten billionth of Argentine GDP, payable in pesos. Because Argentina s annual GDP now runs at about 500 billion pesos, one of these bonds today would pay a dividend of 50 pesos (about 17 or 13) a year.

Japan s Recovery Bonds

This is a dangerous idea, for several reasons. For starters, the IMF s research and similar studies show that the likelihood of a bailout over the life of the bonds already issued by banks is indeed now lower.

Critically, the package should be financed by government bonds issued by the Ministry of Finance, not by commercial banks via local government financing vehicles. Any loosening of monetary policy should be aimed directly at accommodating fiscal policy.

The authorities will issue 35.2 billion in new securities, comprising 15 billion in par bonds, 11.9 billion in discount bonds and 8.3 billion in quasi par bonds.

The five countries in trouble will need to place tens of billions of euros in new debt and roll over even larger amounts of old debt. Markets long ago stopped buying bonds issued by Greece, Ireland, and Portugal, and might soon stop buying paper issued by Italy and Spain or do so only at prohibitive interest rates.

It is likely that Draghi s statement will indeed be followed by ECB purchases of Spanish (and Italian) sovereign bonds. A man like Draghi would not have issued such a statement without believing that he could follow through on it.

Renminbi denominated government bonds were issued in London, and plans were laid to create new trading platforms for the currency in several European financial centers. And Chinese policymakers made it abundantly clear how unhappy they would be with a negative decision.

A year ago, at the Summit of the Americas, 34 western hemisphere heads of state agreed to promote the creation of government issued growth linked bonds whose payout is tied to gross domestic product (GDP). But progress has mostly stalled.

The Battle of the Bonds

The simplest solution is to treat official funding no differently from private debt best achieved if official lenders buy sovereign bonds as they are issued (possibly at a predetermined yield) and agree to be treated on par with private creditors in a restructuring. As the country regains market confidence, the official funding can be reduced, and eventually the bonds can be sold back to the markets.

After several difficult years, the country managed to negotiate an exchange of outstanding bonds for bonds with a considerably lower face value. About 93 of creditors accepted the exchange and received new bonds with a face value that was about one quarter of that of the old bonds.

And last year s earthquake, tsunami, and nuclear disaster only made a grim fiscal picture worse by requiring huge new spending on reconstruction. Japan issued a record 55.8 trillion ( 693.5 billion), or 12 of nominal GDP, in government bonds during the last fiscal year.

And those can be environmental bonds.

E. Bonds and other financial security

Governments can offer a menu of new bonds worth some fraction of the value of their existing obligations. Bondholders can be given a choice between par bonds with a face value equal to their existing bonds but a longer maturity and lower interest rate, and discount bonds with a shorter maturity and higher interest rate but a face value that is a fraction of existing bonds face value.

Yet Eurobonds would substantially reduce the heavily indebted countries borrowing costs and go a long way to reestablishing a level playing field in the eurozone. Germany s credit rating would not be endangered, because Eurobonds would compare favorably with bonds issued by other major countries.

In response, central banks should purchase government bonds for cash in as large a quantity as needed to push their prices up as high as possible. Expensive government bonds will shift demand to mortgage or corporate bonds, pushing up their prices.

In the US, the interest rate on government bonds now rises from 1.80 at five years to 2.86 for 10 year bonds and 3.70 for 30 year bonds. Comparing these interest rates with the yields on government inflation protected bonds shows that the corresponding implied inflation rates are 0.9 for five years, 1.3 for 10 years and 1.7 for 30 years.

An important criterion for the choice of additional measures should be the extent of their influence over broad financing conditions in the private economy. Investors tendered 91.2 per cent of the 500 million in bonds due in 2006 and 95.7 per cent of the 600 million in bonds due in 2013.

Until recently, only a few organizations or governments, including the World Bank, the American state of Massachusetts, and the French region of Île de France, issued green bonds, and generally the amounts involved were modest. But in the past two years, other players have entered the market, and volumes have skyrocketed.
