To prepare the region for the forthcoming satellite broadband services, fostering public private partnerships for an affordable and sustainable service mechanism that would support broadband penetration into remote and underserved areas was essential.

When governments finalize the next set of global development targets, there is now a strong case for broadband access to be among them.

In 2000, when the United Nations Millennium Development Goals (MDGs) were established, broadband was in its infancy, and most of these benefits had not even been imagined. Today, as world leaders consider the post 2015 development agenda, we cannot overlook the importance of including broadband as a key part of the infrastructure needed to achieve future goals.

Although the proportion of enterprises with broadband access increases with the size of the enterprise, recent growth in adoption has been stronger among SMEs.

A 2009 study by the World Bank found that a 10 increase in fixed broadband penetration boosts a developing economy s GDP by about 1.4 . These findings likely vastly understate the impact of the technology after all, much of the developing world is seeing a rapid rollout of mobile broadband, with much higher capacity than what was available at the time of the study.

And these are two anecdotes one was in Cambodia, in a village that has no electricity, no water, no television, no telephone, but has broadband Internet now.

The Subcommittee noted with appreciation the Asia broadband programme and expressed support for the role of ESCAP as a regional coordinator in the implementation of that programme.

For example, Eurostat data show that, in 2004, the percentage of enterprises with broadband access reached 61 per cent for the EU 15 and 58 per cent for the EU 25.

And this was for a fund that the school district had to put a desktop computer and a broadband Internet connection in every home with a child in the public school system.

Each of these proposals full employment, cash transfers, broadband rollout, freer migration, and lower trade barriers is covered by at least one of the UN s 169 development targets. And herein lies the problem.

Half of world trade in commercial services consists of business services, which includes professional services such as accounting, legal, health and advertising services.

In that regard, the Subcommittee expressed appreciation to the Asia Pacific Telecommunity (APT) for bringing to its attention the Bangkok Agenda adopted by its Ministerial Conference on Broadband and ICT Development, held in July 2004.

Services include prevention, health promotion, early intervention, diagnosis, treatment, rehabilitation, supportive services, and palliative care services.
