In short, world leaders must take advantage of falling oil prices to move beyond indirect carbon pricing achieved through the prices of carbon emitting substances to an explicit carbon tax that can help steer the world onto a more sustainable growth path. Crucially, in order to make a real impact, carbon pricing schemes would have to be introduced in all major economies.

In Paris, a select group of leaders who are true champions of carbon pricing will issue a call for action. The Carbon Pricing Panel, led by the IMF and World Bank, will further increase the policy momentum at the national, regional, and municipal levels.

Examples include the auctioning of emissions allowances, carbon taxes, and the pricing of emissions from international transport. Policy instruments based on carbon pricing are particularly attractive, because they raise revenue for adaptation to climate change in developing countries while creating incentives for mitigation in developed countries.

With international oil prices dropping by a whopping 40 per barrel since the summer this is an ideal moment for governments to introduce carbon pricing. Rather than let the consumer price of oil fall by that amount, governments should put a carbon tax in place.

As more countries and companies introduce carbon pricing, the internal accounting cost of carbon emissions will rise, investments in fossil fuels will become less attractive, and investments in low carbon energy systems will become more appealing. The market signals of CO2 taxation (or the cost of CO2 emission permits) will help investors and money managers steer clear of new fossil fuel investments.

Whatever happens with congestion pricing and those technologies will be happening with road pricing.

In China, worsening air pollution and growing concerns about energy security have led the government to consider a cap on coal use and an absolute reduction in emissions within the next 10 15 years. The government is experimenting with carbon pricing, and investing heavily in low carbon wind, solar, and nuclear energy.

They've just instituted dynamic pricing.

And what congestion pricing is is that it's a technology trial and a psychological trial for something called road pricing.

That, in turn, requires investment incentives, improved carbon pricing, and an upgrade to the emissions trading system. A game changing solution presupposes substantial political will it is essential that European leaders show that they know what needs to be done.

The Right Time to Reform Fuel Pricing

Green and Galiana propose limiting carbon pricing initially to a low tax (say, 5.00 a ton) to finance energy research and development. Over time, they argue, the tax should be allowed to rise slowly to encourage the deployment of effective, affordable technology alternatives.

But carbon dioxide is carbon dioxide.

I won't dwell on the pricing at all.

All seven policies have already been successfully implemented in countries around the world, but they need scaling up. While cap and trade systems or other means of pricing carbon emissions can help provide incentives for businesses to invest in low carbon solutions, in the short term at least, these seven policy measures and direct action and investment by governments are needed to achieve the targets.

So, I want to move now to the second part of my story, which is when are we going to start doing this congestion pricing? Road pricing is coming.

And why is this going to happen? Because we're going to do congestion pricing, we are going to do road tolls, gas taxes are going to become road pricing.

This shows public support for congestion pricing of Stockholm, and you see that when congestion pricing were introduced in the beginning of Spring 2006, people were fiercely against it.

They're actually confident that they have liked congestion pricing all along.

Carbon tetrachloride

One option would be to introduce flexible pricing, tied to the price of oil. For example, for every 5 decline in the price per barrel, the carbon tax could be raised by a specified amount for every 5 increase, the tax could be lowered by, say, two thirds of that amount.

Investors use credit ratings as a factor in pricing loans on bonds.

In London, the day they turned the congestion pricing on, there was a 25 percent decrease in congestion overnight, and that's persisted for the four years in which they've been doing congestion pricing.

That is a chiral center, or chiral carbon, or chiral atom, or asymmetric carbon.

Carbon is banned.

So, the last example of this is congestion pricing, very famously done in London.
