Last year, in its decision 2004 104, the Sub Commission, having been advised that for unexpected technical reasons it was not possible for me to submit my paper, recommended to the Commission that I be requested to submit, without further delay, to the Sub Commision at its fifty seventh session the requested working paper so as to allow the Commission to consider and take decisions on the matter at the Commission's sixty second session.
