4.4 The State party argues that the small group of employees frequently commuting by company car for a distance exceeding 30 kilometres (one way), who bother to keep all records of the use of a company car to prove that their private use does not exceed 1,000 kilometres per year, is so insignificant that it cannot serve as a justification for abandoning the important social objective pursued by the imposition of charges on other long distance commuters.
