In relation to import and export controls of Dangerous Goods (DG), Brunei Darussalam has fully implemented the International Maritime Organisation (IMO) International Maritime Dangerous Goods (IMDG) Code.

The Protocol provides for the simplification of procedures and requirements for the transit transport of dangerous goods in ASEAN countries, using the Recommendations on the Transport of Dangerous Goods Model Regulations and the European Agreement concerning the International Carriage of Goods by Road.

Since 1. January 2005, both these regulations have transposed the security provisions of Chapter 1.4 of the United Nations Recommendations on the Transport of Dangerous Goods. The provisions are implemented in the Regulation 11 November 2002 no 1264 concerning road and rail transport of Dangerous Goods.

On 17 December 1994 MERCOSUR adopted a sectoral agreement on the transport of dangerous goods (Agreement on Facilitation of International Road Transportation of Dangerous Goods), registered as an agreement of partial scope within the framework of the 1980 Treaty of Montevideo and signed in Montevideo on 30 December 1994.

The Common Market of the South (MERCOSUR) countries (Argentina, Brazil, Paraguay and Uruguay) are still working on the updating of the agreement on the inland transport of dangerous goods (Acuerdo sobre Transporte de Mercancías Peligrosas en el MERCOSUR, 1994), which is based on the seventh revised edition15 of the Recommendations on the Transport of Dangerous Goods, RID and ADR.

In 1999 the Central African Economic and Monetary Community (CEMAC) (Cameroon, Central African Republic, Chad, Congo, Equatorial Guinea and Gabon) adopted regulations concerning the transport of dangerous goods that are partly based on old provisions of the ADR but that are not fully in line with the Recommendations on the Transport of Dangerous Goods Model Regulations.

The same article also sanctions with imprisonment up to 3 months whoever boards on a ship or aircraft dangerous goods without the required authorisations.
