The overall decrease of 0.9 million in support budget resources for 2006 2007 includes a decrease of 1.70 million in trust fund support, a decrease of 0.2 million in the trust fund contribution and an increase of 1.0 million in the Environment Fund budget.

This budget increase will be fully offset by a corresponding decrease in other field offices budgets.

The decrease in resources for consultants is made possible by rationally allocating requirements between the Fund budget and the budget of individual projects.

In short, collections are down and that decrease markedly affects the cash position of the regular budget.

The 2005 Budget projected a 10 million decrease in Government spending and envisaged a surplus of 20 million.

Any increase or decrease in the cost of a resource input in the budget period compared with that in the previous budget period, arising from changes in costs, prices and exchange rates.

In its next budget presentation, UNHCR should attempt to more clearly isolate budget changes related to downsizing of operations as result of decrease in refugee case load, from changes due to shortfall in resources.

As shown in the table, the proposed UNCDF support budget will decrease by approximately 26 per cent from 13.6 million to 10.0 million.

The main areas of increase decrease are discussed in the summary of proposals in paragraphs 42 45 and reflected in table 3 of the budget document.

The revised budget of 109,112,400 reflects an increase for recosting of 1,627,100 and a decrease for volume adjustments of 13,877,400, as mentioned in paragraph 15 above.

The aggregate decrease over the six year period is 100 million, but some of this decrease is due to the adoption of an accounting change, called net budgeting, which was used in the preparation of the budget for the biennium 1998 1999.

Cost estimates for military contingents for 2005 06 total 127,560,100, a decrease of 1,844,800 from the previous budget period apportionment of 129,404,900.

These estimated requirements reflect a decrease of 17,400 over the revised 2005 budget requirements. They will be needed to purchase new printers.

The programme budget resources for the section reflect a decrease of 1,932,200, compared with the revised appropriation for the biennium 2004 2005.
