The UK national statutory Licensing Authority is the Export Control Organisation (ECO), part of the Department of Trade and Industry.

In response to this, the Legislation and Legal Affairs Department has produced a draft National Ordinance on Childcare, which introduces compulsory licensing for the operators of daycare centres.
