The Fund was established at the initiative of Her Highness, Sheikha Moza bint Nasser Al Missnad, wife of His Highness, the Emir of Qatar.

(i) Welcome and applaud the proposal of H.H. the Emir of the State of Qatar for the creation of the Fund and his contribution of US 20 million to launch it

At the forty fifth session of the General Assembly the Emir of Kuwait had proposed an initiative aimed at cancelling all interest on loans in order to lighten the debt burden of the poorest countries.

Moreover, it is my view that Fair Insurance A S's acknowledgement of the fact that the company was obliged to offer a third party liability insurance to Emir Sefic, in accordance with the Act on Insurance Agreements, is of no relevance in regard to the Act on the prohibition of differential treatment based on race, etc. I have based this on the information provided by Fair Insurance A S that it was due to a mistake that no third party liability insurance was offered to Emir Sefic .

It is also the natural result of the State policies pursued by His Highness the Emir of Qatar, which stress the importance of providing assistance to developing countries that need it urgently in the event of natural disasters such as those experienced recently.

Consequently, to carry out this vision, her Highness Sheikha Moza bint Nasser al Missnad, Consort of His Highness the Emir of the State of Qatar, established the above mentioned trust fund, which provides opportunities for non governmental organizations to buttress their pivotal roles in development activities.

Visits to Gaza by the Emir of Qatar and Turkey s foreign minister, as well as by other regional leaders, have further buttressed Hamas s new stature. Demonstrating support for Hamas now means building credibility at home, which creates an opportunity to elicit large donations from Arab and Muslim countries to finance Gaza s reconstruction.

The voluntary abdication by Qatar s Sheikh Hamad bin Khalifa Al Thani in June 2013, and his replacement as Emir by his son Sheikh Tamim bin Hamad Al Thani, failed to satisfy Saudi expectations of change in Qatari foreign policy. And now the Kingdom has made it clear that it has reached the limits of its patience.

Parliament retains the right to interrogate cabinet members, including the Prime Minister, on financial and administrative questions and has frequently passed motions of no confidence in government. More recently, with the death last December of the Emir, Sheikh Jabir al Ahmad, parliamentary approval was exercised a key role in resolving succession debates among factions of the royal family.

Under the generous sponsorship Her Highness Sheikha Mozah Bint Nasser Al Misnad, President of the Supreme Council for Family Affairs and wife of His Highness Sheikh Hamad bin Khalifa Al Thani, the beloved Emir of Qatar, the State of Qatar hosted the first international conference on older persons, the Doha International Conference on Ageing in View of Present Day Changes.

Extends its utmost thanks and gratitude to His Highness the Emir of the State of Qatar, Sheikh Hamad Bin Khalifa Al Thani for his unfailing support to ISESCO and for kindly granting an annual financial support of US 200,000 to contribute to the implementation of its programmes and activities geared to the propagation of Arabic language and the promotion of Islamic culture.

This was demonstrated in an address by His Highness the Emir of Kuwait before the forty third session of the General Assembly, in 1988, in which he called upon the international community, especially the donor countries, to take action to alleviate the debt burdens encumbering the economies of many developing countries, and to cancel them for countries with distressed economies.

Inspired by the words of its Emir, who had said that Kuwait s goal was to achieve human brotherhood based on belief in human dignity and rights, her country had spared no effort to defend human rights in all international and regional forums, and hoped that the Dayton Peace Agreements would enable human dignity and rights to be protected in Bosnia and Herzegovina.

Traditionally, the role of ruling Emir alternated (according to a tacit agreement) between two rival branches of the Al Sabah family the Al Jaber and the Al Salem. The succession was always strictly a family affair, and any disputes remained behind closed doors. However, with Sheikh Jaber al Sabah s death, the succession was not only subjected to feverish public debate, but the Kuwaiti press and Parliament were key actors in determining the outcome.

Of course, Kuwait will now experience enormous tensions between the transparent rule of a true parliamentary government and the still powerful legacy of a hidden family run state. But the old rule of force and intrigue by which other Gulf rulers have been deposed has been replaced by a modern principle the Al Sabah have surrendered their exclusive control over the succession to the will of Parliament, which alone could provide the legitimacy that the new Emir needs.

My country is marching in that direction, as expressed in the words of His Royal Highness the Emir of my country, who said that hope for illustrious human fraternity springs from merciful hearts believing in the dignity of humankind, whose rights they uphold as a torch that lights the way. The Kuwaiti people are in the vanguard of those who are sensitive to the issue of human rights. We abide by them, advocate them and act according to their principles.
