UNU is also evaluating the enterprise resource planning system, Atlas, implemented by UNDP, the United Nations Population Fund (UNFPA) and UNOPS.

We concur that the General Assembly should endorse the development of a common payroll system as a first step towards a common Enterprise Resource Planning (ERP) for the United Nations system as a whole.

Chapter II Enterprise Financial Management System

Authorizes extrabudgetary expenditures of 8.9 million to implement the Enterprise Resource Planning (Atlas) project

This report shares the main areas of concern of ICT strategy, in particular, the need to implement common software applications, such as payroll, in the context of a desirable common enterprise resource planning (ERP) system for the whole United Nations system.

UNDP intends to leverage its investment in corporate initiatives such as its Enterprise Resource Planning (Atlas system) to progressively link financial resources to defined outcomes for results based reporting within the RBM framework.

The Court has also been in contact with the United Nations Office at Geneva on being involved in the replacement of IMIS by the Enterprise Resource Planning System and is studying the possibility of implementing such a system to replace in house applications.

(a) Applications support encompassing design, implementation and maintenance of workflow application systems, such as the United Nations Office at Vienna and UNODC Enterprise Resource Planning systems (IMIS and ProFi), and specialized substantive programmes (examples National Drug Control System and International Drug Control System)

ProFi is now a solid product, capable of supporting current and future UNODC enterprise resource planning (ERP) needs.

The Committee notes that on 1 January 2004, wave I of the Enterprise Resource Planning system (Atlas) was launched additional functionalities are targeted for completion in 2007, as indicated in paragraph 55 of the budget document.

The actual impact of the introduction of UPL is currently not known, because the new enterprise resource planning system (Atlas), introduced by UNDP in 2004, is not yet in a position to report on the charges.

Based on the anticipated success of this effort, the Information Management Systems Service intends to expand the scope of the project to all remaining organizations, including those migrating to an enterprise resource planning system (e.g., SAP, Oracle, Peoplesoft).

As the Fund studies the possibility of integrating its ICT infrastructure into an enterprise resource planning system, it will be necessary to ensure that the existing legacy systems are capable of providing support over the next five years.

Article 62 An enterprise shall gradually create conditions to plan the resource of the enterprise as a whole, comprehensively integrate and regulate the financial and operation flow, and conduct integrated management and operation of the logistics, capital flow and information flow of the enterprise.

An enterprise group company may determine its internal financial management system by itself.

(iv) Development and implementation of an enterprise system to facilitate integrated documents management

This prepares staff for an active role in the implementation of integrated enterprise resource management systems as a partner with IT staff.

In response to the need to replace the mainframe driven pension application (PENSYS) which has been in use for approximately 15 years, the Fund requests funding to study and determine the scope of the effort and the resources necessary to replace the system with the Lawson enterprise resource planning system.

New technologies associated with global networking and enterprise resource planning systems will be evaluated in the 2006 2007 biennium and beyond by the Technology Officer.

UNICEF collaborated to improve human resource management throughout the United Nations system.

In aligning UNIFEM management and human resources practices and policies, there are three areas of focus further clarifying operational guidelines between UNIFEM and UNDP more effective and efficient financial management with the rollout of the Atlas enterprise resource planning system and delivery of financial resources in 2004.

With a view to finding efficiencies in the use of the organization's resources by improving processes, reporting and accountability to UNHCR stakeholders, on 5 January 2004 a new online enterprise resource planning system (Management Systems Renewal Project PeopleSoft) comprising finance and supply chain modules went live at headquarters.

The working group noted that maintenance costs were budgeted for the projects under study, such as the enterprise resource planning project, that maintenance costs were included for redevelopments (such as the upgrade of the Lawson accounting system) and that maintenance costs consumed a considerable portion of the budget.

Enterprise resource planning (ERP) systems are software packages composed of several modules, such as human resources, sales, finance and production, providing cross organization integration of data through embedded business processes.

As indicated in the strategic plan of the Service for 2005 2007, the ICT strategy in the coming years will focus on knowledge retention and sharing, communications, risk management, internal control, quality management, sustainable development and studying the merits of implementing an enterprise resource planning system to maximize efficiency and improve overall performance.

The Strategy system also has a decisive role in furthering advocacy and resource mobilization and information sharing and reporting.

The memorandum of understanding was adopted before the implementation of the Enterprise Resource Planning software it was not amended and did not deal with the amounts advanced from UNHCR to UNDP for payments in the field.

Without the consent of the investors of the custodian enterprise, the custody enterprise may not reorganize or restructure the custodian enterprise, transfer the custodian enterprise, assign the custodian assets or business, or provide guarantee to the outsiders in the name of the custodian enterprise or with the entrusted assets.
