We welcome the Secretary General's efforts to ensure ethical conduct, more extensive financial disclosure for United Nations officials and enhanced protection for whistleblowers and propose the creation of an independent ethics office to provide the necessary capacity and advice on all ethics related matters.

60. Following the incidents and blunders recounted in the expert s previous report, and at the suggestion of MICIVIH, a course on police ethics (based on the code of ethics of the Haitian National Police and the Code of Conduct for Law Enforcement Officials) was included in the training programme.

The secretariat has already started researching examples of codes of ethics and conduct governing research, as used by such bodies as research institutions, business and indigenous and local communities, and is also working on a draft version of the above mentioned ethical code of conduct.

In connection with the decline of public confidence in government, OECD decided to conduct an inquiry into the management of ethics in selected OECD member States.

Finally, we have been considering management and Secretariat reforms so as to institute significant changes and to enhance transparency and accountability, and to promote codes of conduct and ethics for all staff members.

We believe a system wide code of ethics and an independent ethics office would facilitate that.

9. Ethics.

The Government has launched various campaigns for promoting integrity programmes based on the dissemination of codes of conduct with messages of ethics and honesty in the country's higher education system.

However, this was not clear from the title used by the United Nations the title had created some confusion as to the difference between a code of conduct, standards of conduct, ethics and the Staff Regulations and Rules and was, in the Commission apos s view, misleading.

We welcome the efforts of the Secretary General to ensure ethical conduct, more extensive financial disclosure for United Nations officials and enhanced protection for whistleblowers, and his intention to create an independent ethics office with independent status within the Secretariat to provide the necessary capacity and advice on all ethics related matters.
