A New Chance for European Politics

VIENNA European politics is mostly shaped by events and anniversaries. But while events are often unforeseeable, anniversaries are not.

Tony Blair, British Prime Minister, electrified the world of European politics by telling the European Parliament that he was a passionate pro European . This was a message for which Britain s European friends had long been hoping, and for which they had waited in vain since Blair s election in 1997.

In the developed world, US President Barack Obama s tenure will soon end. European politics are, too, undergoing a potentially significant transition, with the new European Commission set to commence operations, against a worrying background of rising nationalism in European Union member states.

We know what happened when the twin pulls of blood and soil determined European politics before. Without having intended it, the EU now seems to be encouraging the very forces that postwar European unity was designed to contain.

But Europe still has a long way to go, which is apparent from the fact that only a minority of European citizens followed the campaign. A supra national political space can develop only if European politics gains visibility, influence, and credibility.

Jean Monnet, one of the godfathers of European unification, embodied this tendency a born bureaucrat who distrusted politicians. Democratic politics is messy and divisive, and riddled with compromises.

It's not the politics first it's actually the politics last.

In 2005, France rejected the proposed European Union Constitution, which could have marked the beginning of the political unification process. Successive French presidents have declared that France will not accept a United States of Europe as even a remote goal of European politics.

In Arab eyes, European officials implicitly plead guilty to these charges by pointing to Europe s complex multilateral politics and the European Union s bureaucratic nature. Europe s Arab interlocutors are unimpressed they want Europe to stop talking like a Great Power and start acting like one.

The spat resulted from an attempt to set politics above the laws of economics. The dogma of European policymakers infallibility and the irrevocability of every step toward integration collided with reality.

We know far more about Europe s football than we do about Europe s politics. The beautiful game brings people together more effectively and reliably than the European Parliament is able to do.

If European leaders do plan to meet in 2014 in Sarajevo, they should act now. The ratification of the Lisbon Treaty allows for an element of visionary realism in European politics, as there are no longer any institutional obstacles to the future enlargement of the EU.

Moreover, the Europe wide political families of Christian Democrats, Social Democrats, and so on could be allies on some policies and opponents on others, transcending national or regional borders, and moving toward pan European politics, with the European Parliament increasing its democratic debate and oversight functions.
