Our interpretation is that only pursuant to paragraph 38 of the United Nations system accounting standards can disclosure of expendable items be made.

All remaining suspense items have been investigated and addressed for year end closure. An updated inventory of non expendable property at headquarters has been compiled.

As at 31 December 2004, the physical inventory for non expendable property of the Office of Programme Planning, Budget and Accounts no longer contained any items of nil value.

In paragraph 60 of its report, the Board recommended that UNICEF (a) issue a new instruction on non expendable property, (b) investigate all remaining suspense items and (c) update its inventory lists.

Non expendable property is defined as assets with an original purchase price greater than or equal to 1,500 and a useful life greater than or equal to five years, and all special items.

All non expendable assets were bar coded for effective control.

In paragraph 25, the Board recommends that the Administration conduct an inventory of expendable items as at the end of the biennium and account for as well as disclose them pursuant to paragraph 49 (iv) of the United Nations system accounting standards.

Non expendable property (acquisition value of in service and in transit assets)

General description Logistics is responsible for providing services related to official travel, transportation and shipment maintaining the technical cooperation and Headquarters inventory, covering expendable and non expendable property providing registry records management and archive services.

The Board notes, however, that non expendable property approved for disposal costing 1,882,651 and non expendable property pending approval for disposal costing 16,493 were not disclosed in the financial statements as at 31 December 2004.

In paragraph 33 of its report, the Board recommended that UNDP complete the adjustment process of all non expendable equipment records at country offices to bring the value in line with the revised non expendable policy.

UNHCR had yet to implement a recommendation dating back to 1996 on non expendable property.

Regional offices are required to submit the inventory reports on non expendable property semi annually.

All non expendable property is charged against current year expenditure at the time of acquisition.

No non expendable equipment was written off from inventory as lost or stolen during 2004.

The Administration will continue to monitor closely the management of non expendable equipment at field missions.

No increase is requested in the provision of 60,000 for the cost of expendable supplies and materials.

A new instruction on non expendable property was to be issued in the second quarter of 2005.

In paragraph 42 of the report, UNU agreed with the Board's recommendation that it address the inaccuracies in accounting for non expendable property to provide complete and accurate disclosures of the value of non expendable property as at the end of the financial period.

On 31 December 2003, the acquisition value of non expendable property recorded was 385,546,690 and the depreciated value was 120,307,163.

The collective efforts of the Administration have resulted in further improvements in custody of and control over non expendable equipment.

Although the breakdown of non expendable property was provided in note 6 to the 2004 financial statements, appropriate and detailed disclosure of whether the non expendable property has been sold or donated, with explanations for any adjustments, will be reflected in the final financial statements for the biennium 2004 2005.

On possible approaches to controversial items, several participants expressed their concern at stalemates over agenda items and items held in abeyance.

The cost of the non expendable property in existence at 31 December 2004, as disclosed in the note, was fairly stated.

UNICEF has implemented a new local property management database from which the value of non expendable property for disclosure is extracted.

The Board notes that the total cost of non expendable equipment on the spreadsheet presented to it amounted to 9.7 million.
