Considering the matter of fair geographical distribution of the posts of Director General and External Auditor, and given that the next Director General was to be an African, Japan supported the candidature of Mr. Guillermo N. Carague of the Philippines for the post of External Auditor.

The Board comprises of the Deputy High Commissioner, the Assistant High Commissioner, the Controller, and the following Directors Director of the Department of International Protection, Director of the Division of Human Resources Management, Director of the Division of Operational Support, Director of the Division of Information Systems and TelecCommunications, and Director of the Division of External Relations.

The office of the Director also coordinates the reviews of the internal and external audit functions and ensures the implementation of audit recommendations.

On 12 May, at the recommendation of the Chairman, the Committee also took note of the Director General's observations on the implementation of the recommendations of the External Auditor as contained in the interim report of the External Auditor (PBC.21 8).

In the performance of their duties, the Executive Director and staff shall not seek or receive instructions from any member or from any authority external to the Organization.

On 11 May, the Committee considered a report by the Director General on candidatures for the appointment of an External Auditor (PBC.21 5 and Add.1 and 2) and a note by the Secretariat on candidatures for the appointment of an External Auditor (PBC.21 CRP.2).

In decision IDB.29 Dec.2 on the report of the External Auditor for the period 2002 2003, the Board, inter alia, requested the Director General to implement the recommendations of the External Auditor fully and without delay and to report thereon to the Board at its thirtieth session.

The Director of the Office of United Nations Affairs and External Relations highlighted a number of specific actions already taken since adoption of the General Assembly resolution, as well as ongoing work.

He has served as Economic Policy Adviser to Director General, General Agreement on Tariffs and Trade, as Special Adviser to the United Nations on Globalization and as External Adviser to the World Trade Organization.

It assumed that in his future work the Director General would take into account the comments made by the External Auditor, and that in subsequent reports he would inform the Board of any measures taken.

In decision GC.6 Dec.18, the Conference requested the Director General to invite proposals from Member States for the appointment of an External Auditor and to submit such proposals to the Committee for consideration.

Expressing his delegation's full support for the way in which the External Auditor had performed his duties, he said it would be particularly important to maintain stability and continuity as the Organization entered a new phase under a new Director General.
