The Convention against Terrorist Bombings and the Convention against the Financing of Terrorism are especially significant instruments.

Much has already been achieved since the crisis, through more resources for the IMF and new financing instruments. But more is needed, and the Fund is exploring cooperation with regional financing mechanisms, as well as new ways to use its instruments in a systemic crisis.

In the counter terrorism instruments, criminalization was of the association type provided for in the Convention on the Suppression of the Financing of Terrorism.

All major regional organizations have adopted legal instruments against corruption and development of regional organizations to counter money laundering and financing of terrorism continued.

The Framework will, in particular, be focused on strategic direction and appropriate implementation instruments for improving the planning, financing, management and coordination of statistical development activities.

Rapid globalization, since the beginning of the 1990s, brought to the fore various new instruments for financing for development, while opening up borders for the movement of goods, capital and labour.

OSCE counter terrorism efforts initially focused on three main areas the ratification and implementation of the 12 universal counter terrorism instruments, combating the financing of terrorism and the police capacity building programmes.

Multi year core budgets, rather than earmarked resources, should be the main financing instruments of multilateral development cooperation, so as to ensure predictable planning and a coherent response to multilaterally agreed goals.

The government is using a variety of instruments, including financial sector credit discipline, to rein in investment demand. Essentially, the government guarantee associated with financing public sector investment is being withdrawn as it should be.

Improved regulatory conditions for long term investments and savings would help. So would expansion of financing instruments for infrastructure investment for example, by substantially increasing the supply of project bonds supported by the European Investment Bank.

This calls upon countries to put measures in place to detect cross border movements of currency and monetary instruments, including a disclosure obligation on travellers backed up by the necessary legal authority for officials at the borders to seize undisclosed currency or bearer negotiable instruments that they suspect to be linked to terrorist financing or other criminality.

(2)Where the derivative instruments embedded in similar mixed instruments shall obviously not be separated from the relevant mixed instruments.

Moreover, the two most recent instruments, the Convention against Terrorist Bombings and the Convention against the Financing of Terrorism, achieve an important policy resolution by specifically abolishing the political offence exception with regard to the defined offences.

Many countries still need to improve their defenses and implement the 16 counter terrorism instruments established by the United Nations, including the convention against terrorist financing. Reducing the risk of terrorists obtaining weapons of mass destruction equally requires stronger international cooperation.
