(a) Torture and cruel, inhuman or degrading treatment or punishment, including flogging and amputations

But the Taliban s assurances of a lower profile were upended by two incidents that exposed its real face. First, private news channels broadcast across the country a video clip recorded on a cell phone of the public flogging of a 17 year old Swat girl.

In his statement, he addressed continuing occurrences of the practice of corporal punishment, such as amputation, stoning, flogging and beating, surveyed the jurisprudence of international and regional human rights mechanisms, and concluded that any form of corporal punishment is contrary to the prohibition of torture and other cruel, inhuman or degrading treatment or punishment.

(c) To eliminate, in law and in practice, the use of torture and other cruel, inhuman or degrading treatment or punishment, such as amputations and flogging, to end impunity for violations of human rights that constitute crimes by bringing the perpetrators to justice in accordance with international standards and, as proposed by the elected Iranian parliament, to accede to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment

(c) To eliminate, in law and in practice, the use of torture and other cruel, inhuman or degrading treatment or punishment, such as amputations and flogging, to end impunity for violations of human rights that constitute crimes by bringing the perpetrators to justice in accordance with international standards and, as proposed by the elected Iranian parliament, to accede to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment Ibid., vol. 1465, No. 24841.
