There comes a point when promises of independence no longer convince anyone. Fomenting violent resistance by demoralizing those who might still listen to reason is an invitation to disaster.

In our view, it is impossible to achieve security, peace, stability, prosperity and progress in certain parts of the world at the cost of fomenting instability, militarism, discrimination, poverty and deprivation in others.

The US or other outside powers will not save Kenyan democracy. Threats, sanctions, or aid cutoffs would only cause further damage to an economy already in free fall, tragically punishing Kenya s poor while fomenting further violence.

It shattered the Georgian military, grievously damaged Georgia s economy, and stirred up discord within the Western alliance. For three years, it has tried every conceivable tactic to bring Saakashvili down fomenting a domestic uprising, imposing an economic blockade, beefing up its forces in the enclaves, and finally a war.

Income distribution has skewed in favor of the rich for too long, and the government has failed to provide decent public goods. With the contrast between the opulent lifestyle of the rich and the slow improvement of living conditions for the poor fomenting social tension, a serious backlash is in the making.

The Committee joins the Committee on the Elimination of Racial Discrimination in its concern as it relates to the lack of legal provisions prohibiting incitement to racial discrimination and violence, and about the adequacy of efforts to investigate and prosecute persons responsible for fomenting ethnic hatred (see CERD C 60 CO 4, para. 12).

Then came Russia s fomenting of, and participation in, armed separatists effort to take over parts of eastern Ukraine, which led directly to the downing last month of Malaysian Airlines Flight 17 and the death of all 298 people on board. Though likely an accident, it was an accident that happened only because of Russia s duplicitous and lethal meddling.

Russia s actions are aimed at fomenting an anti government backlash in Georgia, thereby paving the way for pro Russian political forces to come to power. But the illiberalism inherent in Russian imperialism is not limited to recent behavior, and, more disturbingly, it extends to the question of Georgia s territorial integrity, as Russian troops continue to prop up secessionist regions.
