It is encouraging to note that article 125 of UNCLOS provides for the right of access of landlocked countries to and from the sea and freedom of transit through the territories of transit countries by all means of transport.

Particularly, Article V on freedom of transit should be further strengthened and operationalized in order to improve the access of landlocked developing countries to world markets through their transit neighbors by all means of transport in the most efficient and cost effective way.

The inclusion of trade facilitation in the Doha Round of trade negotiations is a welcome development toward attaining globally binding rules to ensure the freedom of transit of landlocked developing countries, and to expedite the movement, release and clearance of goods, especially those in transit.

Negotiations of the World Trade Organization on trade facilitation provide a unique opportunity for landlocked and transit developing countries, as the negotiations will clarify and improve provisions on freedom of transit, fees and formalities connected with importation and exportation and transparency in the publication and administration of trade regulations.

The European Union (EU) would like to stress the importance of the principle of freedom of navigation, including the rights of innocent passage and transit passage through straits used for international navigation.

My delegation has taken note of the reference made in paragraph 15 of the Secretary General's report (A 60 63) concerning access to and from the sea by landlocked developing countries and freedom of transit.

In the area of transit, the Expert Meeting on Design and Implementation of Transit Transport Arrangements had come forward with valuable practical suggestions for the improvement of transit arrangements.

It was noted that future work with transit countries was envisaged regarding technical assistance on the implementation of transit arrangements and regarding a project on transit corridors.

Also, transit developing countries need technical and financial assistance in the development of their transit transport infrastructure facilities.

Special attention should be paid to the improvement of transit arrangements for the landlocked and transit developing countries.

The Almaty Programme of Action Addressing the Special Needs of Landlocked Developing Countries within a New Global Framework for Transit Transport Cooperation for Landlocked and Transit Developing Countries is the internationally agreed plan for addressing the special needs of landlocked developing countries through establishing efficient transit transport systems in landlocked and transit developing countries.

The Bank also provided assistance to the updating of the Northern Corridor Transit Agreement, including the Northern Corridor Transit Transport Coordination Authority.
