GCC is a compiler while Python is an interpreter.

The Muslim Brotherhood is not a violent organization, and it has not engaged in illegal activities in the Gulf countries. Other GCC states, eager to avoid escalating political tensions in their own countries, are unlikely to declare it a terrorist organization.

Still, according to the Bertelsmann Transformation Index which aims to measure various aspects of economic development in non liberal countries, or countries in a democratic transition the GCC states transformation indices range from limited to very limited, largely owing to corruption and a lack of transparency.

Higher output and prices led to gross oil revenues estimated at 213 billion in 2004, a 29 per cent increase from 2003, representing approximately 40 per cent of gross domestic product (GDP) in the ESCWA member countries and about 55 per cent of GDP in the Gulf Cooperation Council (GCC) countries.

This crisis may create an opportunity to rethink and recalibrate GCC strategies, based on a more realistic view of regional interdependence, common security, and shared decision making. A new mentality in GCC governance could result in the creation of mechanisms of constructive engagement in the region, while maintaining cooperation with international actors.

Indeed, the GCC has offered generous aid, totaling roughly 160 billion so far, to countries swept by the Arab Spring. Furthermore, to cool domestic political tensions, some of the Gulf countries have announced additional spending packages that include significant wage hikes, substantial increases in public sector jobs for their citizens, and higher unemployment benefits.

Saleh received a strong endorsement from the GCC last December for his domestic wars, and Saudi Arabia has been in direct military confrontation with the Houthis, its army having crossed Yemen s border. But the GCC members failure to open their economies which are always in need of guest workers to Yemen s young men is short sighted.

The US and Britain, both patrons of the GCC, must encourage its members to include Yemen if they want to solve its problems. Yemenis are known as skilled labourers.

The problem for the Kingdom is that simply correcting the Qatari position cannot change the political trajectory within the region particularly in Syria and Egypt. Moreover, Saudi Arabia s imposition of its preferred policies on the GCC, together with the possibility of sanctions on Qatar, risks jeopardizing all that the GCC (which already has fallen into political decline in the wake of the Arab Spring) has achieved over the past 33 years.

International institutions could help by offering technical assistance. For example, there could be scope for cooperation within the European Union GCC Joint Action Program, which already includes a section on Exchange of expertise and information in economic integration.

In particular, the members of the Gulf Cooperation Council (GCC) should abandon their hesitance to support the post revolution governments. Ultimately, the changes occurring in the Arab world will contribute to the entire region s economic prosperity and political stability.

So, although the strategic value of closer military ties with Pakistan seems highly questionable, Saudi Arabia has little choice. The GCC is in fact disintegrating, following Qatar s ouster for supporting the Muslim Brotherhood and Oman s voluntary departure from the group.

Yemeni officials have also requested admission to the Gulf Cooperation Council. Up to now, GCC leaders have spurned Yemen s membership for the same reasons that the European Union fears admitting Turkey Yemen would instantly become the bloc s most populous country.

The public sector is by far the largest employer of GCC citizens in Saudi Arabia, the government employs 80 of the indigenous workforce in Kuwait, the figure is 93 . An estimated 45 of Saudi Arabia s government budget is allocated to public sector salaries.

Here, too, the Kingdom employed its policy of largesse through the GCC, promising Bahrain 10 billion over the next decade. Other large scale financial commitments were made to Oman and Jordan, both Saudi allies that have managed to silence early whispers of mass protest.

JEDDAH As the Arab world undergoes fundamental changes, its leaders must adapt fast or risk popular uprisings a lesson that has not been lost on the countries of the Gulf Cooperation Council (GCC) Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. With their neighbors embroiled in internal conflict or in the midst of difficult transitions, and with discontent rising at home, the Gulf states are eager to stem the tide of revolution.

Indeed, Yemen s population exceeds that of all six GCC members Qatar, Kuwait, the United Arab Emirates, Bahrain, Oman, and Saudi Arabia combined. But if Yemen s masses are not to become more radicalized, they will need to be incorporated into an economic zone that offers hope for the future.

Although Yemen is geographically part of the Arabian Peninsula, it was excluded from the Gulf Cooperation Council, primarily because its size it is the most populous state on the peninsula would have given it great influence. In fact, the Yemeni population exceeds the population of all six GCC members combined.

Its recent decision to withdraw its ambassador from Qatar has revealed the gravity of the crisis in the Gulf Cooperation Council (GCC), composed of the Kingdom s most immediate neighbors. Indeed, Gulf politics is shifting toward a new balance in the wake of the Saudi UAE rapprochement and the recent attempt to isolate Qatar.

Regional political realities, transnational interaction, and the common search for a better future should, eventually, prevail over policies geared for repression, discipline, and order. The GCC should be accustomed to conflicting perspectives on regional design and differing degrees of cooperation across regional actors, and it should draw on these differences as a source of strength.

It would, of course, be wiser to address the real problems facing GCC governments, which range from embittered minorities to economies that are unable to create enough jobs for young people. But resolving these issues would require an inclusive and accommodating approach, both domestically and regionally, and Saudi Arabia, in particular, is not prepared to take that route.

But the GCC economies are also rife with structural problems that short term economic packages will not address bloated public sectors, heavy dependence on imported labor, and endemic unemployment, especially among young people, who make up a disproportionately large share of the population. The region needs sustainable policies aimed at bringing about much needed economic diversification.

Moreover, given the impact on regional geopolitics of the recent interim nuclear deal between Iran and the West, Saudi Arabia s alienation of its neighbors is all the more hazardous. Making matters worse, it is clear that disagreements within the GCC can no longer be resolved behind closed doors, and that member states are unable to air them publicly without risking a diplomatic rupture.

Replace least developed and landlocked countries as well as other developing countries with the developing countries and countries with economies in transition, particularly the least developed countries, landlocked developing countries and small island developing States .

In neighboring Bahrain, the Saudis also moved quickly to bolster the Sunni minority regime against a rising tide of protest led by the island kingdom s Shia majority. Saudi troops marched into Bahrain under the banner of the Gulf Cooperation Council (GCC), and the Saudi rulers issued clear instructions to adopt an iron fisted policy with the demonstrators, again arguing that Iran s nefarious hand was at play in subverting the country.

Many developed countries and a number of developing countries were both capital exporting and capital importing countries.

Different countries and groups of countries have diverse interests.

Central to all of these tasks is a Gulf Cooperation Council (GCC) that is united into a confederation that can meet the challenges of Iran s regional ambitions and bring major military deployments to bear on regional conflicts. If anything has become clear in the last year, it is that states like Israel, Iran, and Syria will act with impunity if no one is ready, willing, and able to stand up to them.

22.4 The activities of the regular programme of technical cooperation are geared towards the needs of developing countries, least developed countries, countries with economies in transition and countries emerging from conflict.

Free trade agreements with competition provisions have also been concluded by EFTA countries, Israel and Turkey with Eastern European non EU member countries, as well as within this latter group of countries the EFTA countries have also concluded free trade agreements with a large number of other countries, including some developing countries.
