These are reforms that are within reach reforms that are actionable if we can garner the necessary political will.

While Latvia had undertaken far reaching legal reforms, there still remained many problems relating to the implementation of those reforms.

These reforms are across the board.

The reforms must also strengthen multilateralism.

Globalization compels us to seek these reforms.

What the best structural reforms actually are remains a matter for debate. But in most countries, they include some combination of tax, labor market, service sector, and education reforms, as well as reforms in territorial administration, particularly in France.

Work will be done with partners to promote the necessary institutional reforms (tax reforms, access to credit, improved communication systems, etc.) to facilitate entrepreneurship.

There are also financial reforms in rural China.

But these reforms do not go far enough.

Reforms cannot be dictated by power or money.

Few of the necessary reforms have been implemented.

We have also instituted effective reforms of the private sector, and through dialogue the business community is now responding positively to economic and social reforms.

These measures have been drawn from the National Health Policy, Education Sector Reforms, Labor Policy, Access to Justice Program, Police Reforms, Poverty Alleviation Program etc.

We support the Secretary General's proposals for administrative reforms.

We strongly support Kofi Annan in his proposed reforms.

The Education Sector Reforms aim to address these issues.

Last but not least, there are longer term structural reforms, such as labor market reforms that increase flexibility without leading to large scale lay offs (a model rather successfully implemented by Germany). Similarly, retirement and pension reforms can increase long term fiscal sustainability without generating social conflict.

They often lead to the acceleration of much needed reforms.

Box 3 Lessons drawn from national assessments of domestic reforms

The Government agencies at all levels have undertaken administrative reforms.

Several reforms had already been implemented and would be pursued.

A number of countries have implemented reforms to bankruptcy law.

However, without reforms, they are devoid of any real authority.

Reforms to patronage systems most often produce bureaucratic merit systems.

Reforms to improve women's political participation. Related capacity building interventions.

These reforms, therefore, are in the interests of every Member State.

(a) The principles on which the reforms need to be based

There has been considerable progress in implementing reforms in the Secretariat.

Fifth, structural reforms are still occurring at a snail s pace, holding back potential growth. And, while structural reforms are necessary, some measures for example, labor market liberalization and pension overhauls may boost the eurozone s savings rate and thus weaken aggregate demand further (as occurred in Germany following its structural reforms a decade ago).

We advocate an international support structure that rewards performance and genuine reforms.

Policy reforms and improved governance have become watchwords throughout the developing world.

We strongly support all of the Secretary General's proposals on improving the Organization's structure and management methods and consider that such reforms are a major component of the package of reforms under consideration.
