40. The Saami culture and livelihoods reindeer husbandry, hunting and fishing are today facing threats from the Swedish urban society and its demand for the opportunity to fish and hunt in Saami areas which up to recently have been an intrinsic part of exclusive Saami reindeer herding rights.

6.6 Taking into account the authors' contention that they had suffered a significant reduction in the number of reindeer that they are permitted to raise in their herding areas, the Committee considered that the parts of the communication that have not been found inadmissible for lack of standing or failure to exhaust domestic remedies had been substantiated, for purposes of admissibility.

Cattle herding allowed nomads to create livelihoods in an increasingly unpredictable and challenging environment, characterized by an arid climate and scarce resources.
