Can High Oil Prices Be Good?

High world oil prices and capital inflows are strengthening the balance of payments and contributing to exchange rate appreciation.

With oil prices collapsing, this pool of resources won t be refilled quickly. That could prove to be devastating, because all of Russia s fiscal assumptions were based upon high oil prices continuing for years to come.

And there is an emerging case that maybe that was what happened last July when the oil prices were so high.
